About this file

This document is a Solicitation Amendment containing Questions and Answers for the Hamilton Jet Drive Overhaul Solicitation, Solicitation Number 70Z04025Q51661B00. The amendment addresses multiple clarifications and corrections to the original specification, including revisions to appendix references, removal of technical representative services, and confirmation of testing and preservation requirements. Key changes include removing references to Appendix F and Appendix E, clarifying replacement parts listings, eliminating dynamometer testing requirements, and removing section 5.4 related to bar coding.

The solicitation involves overhauling Hamilton Jet Drive Models HJ-213 and HJ-292 for the United States Coast Guard's Small Boat Product Line, specifically for 17' Cutter Boat-Medium and Cutter Boat-Over the Horizon IV boats. The pricing structure is fixed-hour based, with predetermined labor hours for disassembly/core inspection and overhaul plus bench testing. Columns in the pricing attachment estimate expected unit volumes per year. Stenciling is required for each unit, and warehouse inspectors will verify container markings against contract information upon receipt.

Hamilton Jet Drive Overhaul Solicitation

Questions and Answers

Q1: In section 3.5 of the “Hamilton Jet Drive Overhaul Specification,” it states that “at a minimum, all parts listed in Appendix F shall be replaced during the remanufacturing.” Please confirm that [it should read Appendix C for the Mandatory Replacement Parts] and that Appendix F is not an additional appendix left off the specification.

A1: Correct; Section 3.5 of the “Hamilton Jet Drive Overhaul Specification Rev. 06-26-2025” has been revised to reference Appendix C for Mandatory Parts. There is no Appendix F.

Q2: In Appendix D of the “Hamilton Jet Drive Overhaul Specification,” the second header in grey reads

Mandatory Replacement Parts for Each Remanufacture. Should this read Contingency Replacement

Parts?

A2: Correct; Appendix D of the “Hamilton Jet Drive Overhaul Specification Rev. 06-26-2025” has been revised to reflect “Contingency Replacement Parts for Each Remanufacture.”

Q3: For Technical Representative Services referenced in Section 3.7 of the “Hamilton Jet Drive Overhaul

Specification,” if travel is required, will this be quoted as needed or are the costs to be included as part of this bid?

A3: Technical Representative Services are no longer required and will not be part of this requirement, and as such, Travel will not be required either. References to Technical Representative Services have been removed from the “Hamilton Jet Drive Overhaul Specification Rev. 06-26-2025.”

Q4: [Regarding] Section 4.8 [Bench Test Reports in the “Hamilton Jet Drive Overhaul Specification” which specifies the “contractor shall submit a bench test report per the manufacture manual”], the

Hamilton Jet manuals specify an anode continuity test, a cylinder pressure test to 2250 psi, a steering arm crack test and an overall pressure test. On a rebuild, the steering arm crack test and overall pressure test are not necessary. Prior to award, will there be an opportunity to discuss what tests are recommended or can exceptions be taken to the overall pressure test and crack test?

A4: Proposals shall adhere to the requirements provided in the “Hamilton Jet Drive Overhaul

Specification Rev. 06-26-2025.” There will not be opportunity to discuss test recommendations prior to award as testing requirements must adhere to the tests prescribed in the manufacture manual. Exceptions will not be accepted.

Q5: [Regarding] Section 5.1 [Internal Preservation] in the “Hamilton Jet Drive Overhaul Specification,” there is [no] way to do a dynamometer test without putting the jet in the water. Can this be removed from the Specification?

A5: Corrected; “Dynamometer” removed from this Section and replaced with “bench test” in “Hamilton

Jet Drive Overhaul Specification Rev. 06-26-2025.”

Q6: In Section 5.2.i. of the “Hamilton Jet Drive Overhaul Specification,”- the Specification references an

Appendix E and Appendix D is the Contingency replacement parts list that should be attached to the top of the jet drive unit in a plastic bag. Please confirm which appendices are to be placed on the jet unit?

A6: The requirement originally listed under Section 5.2.i. stating to attach Appendix D and Appendix E

“to the top of the jet drive unit in a plastic bag” has been removed from the “Hamilton Jet Drive Overhaul

Specification Rev. 06-26-2025.”

Q7: In Section 5.4.1.c. of the “Hamilton Jet Drive Overhaul Specification,” is this Section stating that bar codes can be used in lieu of stenciling?

A7: Section 5.4 has been removed in its entirety from the “Hamilton Jet Drive Overhaul Specification

Rev. 06-26-2025” as bar coding is not required. Stenciling is required for each unit. Upon receiving the overhauled units at the Destination location (SFLC Baltimore warehouse), the warehouse inspectors will match the stenciled container markings to the contract before receipting for the overhauled unit. If the stenciled information on the container doesn’t match the information on the contract, the item will be frustrated.

Q8: On attachment one, tab 1, can you please explain how the pricing is to work? It seems for the hourly rates (HR), the time for each CLIN is fixed. For CLIN 0001-1, I would interpret that there would be 4 hours allotted for the inspection with the expectation that this would occur ~6 times a year. Is that understanding correct?

A8: Correct; the COR has prescribed the number of hours required for Disassembly / Core Inspection associated with CLIN 0001-4001 for each unit in Column E. Similar, the COR has prescribed the number of labor hours to complete each Overhaul Plus Bench Test associated with CLIN 0002-4002 in Column E.

These hours will be fixed for each unit being overhauled.

Columns G, J, M, P and S estimate the expected number of units for each year.
