Amendment A00002

14b. This amendment is issued to respond to questions submitted as follows:

QUESTION: Could the Government confirm that bidders are 3 total past performance references between the prime and all subcontractors?

ANSWER: As indicated on Pages 33 and 34 of the solicitation, if the offeror intends to subcontract any portion of the resultant contract, offerors shall provide three (3) references for the subcontractor(s).

QUESTION: Could the Government clarify how we should submit proposals?

ANSWER: Proposal submission instructions are clearly delineated on Pages 32 through 34 of the solicitation.

QUESTION: Is there a specific date any further questions should be submitted by?

ANSWERS: The due date for receipt of questions is March 14, 2024.

QUESTION: What contract vehicle is this out on?

ANSWER: There is no current contract for this requirement.

QUESTION: Will this be a shipboard or onshore deployment?

ANSWER: Given the system is required to perform stated functions in real time, the digital twin will be deployed with the asset.

QUESTION: We have reviewed the Solicitation and see that is set aside for a total small business. Could I ask for clarification; does that preclude us from subcontracting another company that is not a small business?

ANSWER: This is a small business set-aside which means the offeror must perform at least 51% of the required work in order to be considered. Proposals must identify the use of subcontractors as well as the identification of the specific work, including percentage of work, to be performed by the subcontractor.

QUESTION: What is the expected Period of Performance (PoP)? I see conflicting durations quoted in different places. For example, pg. 8 of the SOW cites a two-year PoP, whereas the table of deliverables shows everything being delivered by 12-months after award. Can you please clarify the Government’s expectations?

ANSWER: As stated in the SOW, the period of performance is two (2) years.

QUESTION: Was there a Request for Information (RFI) previously released related to this solicitation?

ANSWER: Yes, a Request For Information relating to this solicitation was released.

QUESTION: Does the contractor have the freedom to recommend the analysis software that we assess to be most appropriate, (e.g., Matlab vs Pipeflo) or will the Govt provide constraints beyond what is written in the draft SOW?

ANSWER: Yes, this should be described in the technical proposal. The SOW provided is the final, not draft.

QUESTION: Are you able to provide any additional information at this time of the type and quantity of historical FRC data the performer can expect to receive for VV&A?

ANSWER: Data is not available.

QUESTION: Is there a not-to-exceed (NTE) budget?

ANSWER: Budget information is not releasable.

QUESTION: Is there any chance of an extension to the submission deadline?

ANSWER: At this time, no extension is granted.

QUESTION: Solicitation, Page 42 of 59, states the Government will evaluate quotations against the following factors listed in order of importance: (i) Technical capability; (ii) past performance;

and (iii) price. This directly conflicts with Page 43 of 59 which states price will not be rated.

Please clearly advise on how prices will be evaluated but not rated.

ANSWER: As stated in the solicitation, price will be evaluated as part of the evaluation process.

Price is not rated and will be evaluated for reasonableness as stated in the solicitation.

QUESTION: In Beta.sam an GOVWIN there is usually an estimated value associated with opportunities. Is there an associated stated contract value for this solicitation?

ANSWER: Budget information is not releasable.

QUESTION: Is the proposal required to be firm-fixed price?

ANSWER: Yes, proposals shall be firm fixed price.

QUESTION: Section 2.6.3 of the SOW states: “the Contractor shall leverage existing installed monitoring and control systems and the associated hardware, noting where data requirements differ between digital twin types”. Is the option to add additional sensors within scope of this effort?

ANSWER: Additional sensors can be added. Offerors are required to address this in their technical proposal.

QUESTION: Section 2.7 of the SOW states “preferably Open Source”. Does a system that is not open source preclude an offeror from selection?

ANSWER: The Government prefers open source however, others are allowed as discussed in Section 2.7.1.5. Technical proposals should address this including license and support agreements.

QUESTION: On page 32 of the Solicitation, the following note appears: NOTE: Drawings referenced in the Statement of Work are export controlled. If requesting copies of drawings, Offerors MUST request via email and include a copy of their Joint Certification Program approval form. Are the documents listed in the Statement of Work export controlled? If an offeror is not approved in the Joint Certification program, are there any workarounds like coming to USCG Surface Force Logistics Center in Baltimore to personally review the documents?

ANSWER: The references listed are export controlled and offerors are required to be approved and have Joint Certification Program approval to view references.

14c. Offerors are required to sign and return one (1) cope of this amendment with their proposal.

Failure to return one signed copy may render the proposal unacceptable and the proposal may be eliminated from further consideration.
