About this file
This document contains an amendment to a federal solicitation for drydock repairs of USCG Station Ponce De Leon (45772) along with questions and answers regarding the work requirements. The amendment extends the solicitation response deadline to December 18, 2020 and notes that a vessel tour will be held on December 14, 2020 to view the work sites. The questions and answers provide clarification that Work Item 23 involves only paint and coatings preservation of the lazarette area with no hull plating renewal required. Attachment files are referenced as containing vessel weight and hydrostatic data needed to develop a custom blocking plan for Work Item 17 involving underwater body preservation. Pricing for Work Item 1 on general welding work is to be bid in 4 square inch increments.

Amendment Number A00002
14. (Cont’d)
Solicitation will be extended to Friday 18 December 2020. The submission for questions has passed, NO questions will be addressed.
Question 1: Would it be possible for us to attend ship check on a local vessel.
Answer 1: Yes, a tour will be held at USCG Station Lake Worth Inlet on December 14, 2020 between the hours of 0700 - 1430. To schedule a tour, please contact Contract Specialist (KS)
Bernice Jones via e-mail: Bernice.L.Jones@uscg.mil by 0100 on Friday 12/11/2020. KS will provide instructions to all request submitted. No request for vessel tours will be granted after
December 14, 2020; if you fail to contact the KS by the specified time stated above request will not be answered.
Question 2. I would like to request a clarification on Work item 23.
3. Requirements:
3.2 Preservation. The Contractor shall preserve the bilge surfaces listed in Table 1 in accordance with the references listed in section 2.
Will you please confirm that this paragraph is “Paint/Coatings” related and does not address hull plating replacement?
Based on SFLC Std Spec 0000 I believe this to be the case, however, I am concerned because of “Work Item 23 paragraph 3.4 Surface Preservation” – This could either be similar to 3.2, or imply that 3.2 is not related to coatings.
Answer 2: Work Item 23 is only to preserve the lazzarette so only Paint/Coatings related. No hull plating renewal required for this Work Item.
Question 3. We are finalizing the Docking/Blocking Plan as well as the Alternate
Docking/Blocking Plan to facilitate Work Item 17 Underwater Body Preservation 100% in
SOLICITATION 45772 PONCE DE LEON.
Minor modifications are required to:
USCG Primary Blocking Plan Drawing 45-RB-M-084-002 (Sheet 2) – Cyan in image and/or
USCG Alternate Blocking Plan Drawing 45-RB-M 084-002 (Sheet 3) – Yellow in image mailto:Bernice.L.Jones@uscg.mil
There is a common interference with the aft most keel blocks in the two arrangements (between
FR 02 and FR 03). There is also a common interference with the forward most side stands (at approximately FR 12).
Common interferences are indicated by Red Circles below.
In order to develop “Custom” lifting/blocking plans and the associated calculations, we need to know the Longitudinal Center of Gravity (LCG) of the vessel. I could not locate the LCG within the documentation provided. Will you please provide the vessel LCG at your earliest convenience?
Answer 3: Please refer to the following attachments that contain all weights needed to create an alternate blocking plan: Attachment 1 45772 weights for blocking AND Attachment 2 45772 45
RBM hydrostats.
Question 4: Specification – USCG 45772 (RB-M 45) SPECIFICATION FOR DRYDOCK
REPAIRS FY2021
Work Item 1: General Welding, Provide
Paragraph 3.3 Bidding
Paragraph 3.3 requests bidding to be broken down in the following “units”
One linear foot of welding/brazing.
Four square inches of clad/overlay welding.
One hour of fabrication.
One square foot of plate renewal.
The contract line item number 0001 only includes a space for one “UNIT PRICE”.
**********How are we to document the various “units” requested in Work Item 1, Paragraph
3.3?*********
(Please see screen shots below for additional clarification.)
Answer 4: This work item describes the requirements for the Contractor to provide 10 square feet clad welding as identified through inspections during dry dock. As for Section 3.3, this is here to let the contractor know to bid (in this case) in 4” increments.
