SF-30 70Z04021Q51010B00 A00002 Cont’d

The description of SF-30 is continued below:

Q1. Is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement? If this is a follow-on requirement, could you please provide the previous contract or task order number?

A1. This is a new requirement. There is no incumbent contractor currently performing these services.

Q2. SOW 1.2.3 Quantity states “contractor shall provide sixty (60) category “A” and forty (40) category

“B” repaired Cardan shafts to the USCG.” What is the estimated shaft quantity offerors could expect to receive per each shipment? Example: 10 units every 60 days or 60 shafts in one (1) shipment?

A2. 10-20 shafts per shipment is estimated. Anticipate (1) shipment per quarter, however this is subject to change.

Q3. In reference to SOW 2.2 Commercial Documents subsections a. ISO 9001:2015, b. ISO/IEC

17025:2017, c. ISO 1940-1:2003, d. ANSI-NCSL-Z540.3, e. ASTM-D3951-10, and f. ASQC-Q9003, vendor adheres to our own internal quantity control procedures which has yielded us a long successful relationship in supplying cardan shafts for USCG as well as other military organizations (NAVSEA, SOCOM, USACOE, etc.) Given that vendor has yet to encounter a single warranty claim or vibratory issue within each of these programs; could this past performance serve as an acceptable substitution throughout the 2.2 (a,b,c,d,e,f) standards?

Also, vendor is non-ISO certified and these references apply to ISO certified companies. Could full balance reports and Certificate of Conformance supplied with each unit be an acceptable alternative?

A3: The Coast Guard will accept all past performance and quality control procedure submissions and evaluate appropriately, as long as they are in accordance with solicitation requirements.

Q4: SOW 3.3 Core Condition Report states “the contractor shall submit the Core Condition Report

(Appendix A) to the contracting officer within ten (10) calendar days upon receipt of the shaft.” Due to several quantity unknowns within the scope of contract: could the Core Condition Report timeframe of 10 calendar days be adjusted to 10-15 business days?

A4: No. It is preferred that the contractor ask for an extension if a timeframe greater than (10) business days is needed.

Q5: SOW 4.5 Required Tests states “In accordance with references 2.1(f) and 2.2(c), each shaft provided under this contract shall be operationally tested to assure minimum performance prior to acceptance by the USCG.” Could balance reports and Certificates of Conformance supplied with each unit be an acceptable alternative?

A5: Yes. Balance reports and Certificates of Conformance are acceptable. However, they must be sent to the COR for review prior to shaft delivery. Upon the COR’s concurrence and recommendation to the KO, the shafts shall then be packaged and delivered as prescribed in the SOW.

Q6: SOW 5.2 Packaging states “5.2.1 Packaging, handling, shipping, and transportation procedures shall be in accordance with reference 2.2(e). If commercial practices cannot adequately protect and preserve the equipment, the contractor shall package, handle, ship and transport equipment in accordance with reference 2.1(e).” Throughout past contracts with the RBM & MLB cardan shafts, vendor has re-used the

USCG's individual crates whenever possible, as the vendor would intend to in the future. If new crates are required, vendor would copy the original crates as close as possible being a non-ISO certified company. Is this acceptable?

A6: Please refer to Packaging and Marking section of solicitation. The Coast Guard will evaluate submissions as appropriate in accordance with the solicitation requirements.
