14. (cont’d)
Question 1.
Performance Period. The USCG requires a period of performance of ninety-one (91) calendar days with a start date on or about 13 March 2018 and a projected end date on or about 11 June 2018. For the 52313 last year, the period of performance was One Hundred and Twenty (120) calendar days with a start date on or about 18 April 2017 and a projected end date on or about 15 August 2017.
Is the 91 calendar days correct? As you can see last years was even longer than this one and that boat still was not completed until towards the end of the year. That is a lot of work to try and cram into that short period of time, one thing to think about also, is that the 52312 work items are close to the same as last year boat, but has another new item added that we just completed on another 52MLB and it took 60 plus days just to do that one item, let alone this full contract. I am not saying it is impossible, just more costly.
Answer 1: Paragraph (vii) regarding the Performance Period is changed to read: The
USCG requires a period of performance of one hundred twenty one (121) calendar days with a start date on or about 13 March 2018 and a projected end date on or about 11 June
2018.
Question2.
Work Items 23-27: Misc Paint Specs. Regarding the technical representative for Critical
Coated Surfaces; the work item specification reference SFLC Standard Specification 0000 paragraph 3.2.4.2.2.2- which states ‘Professional independence. The Tech Rep shall neither be an employee of the Contractor, nor of any coating system manufacturer.’
Due to the extent of ‘critical coated surfaces’ on this project, a third party tech rep is going to add considerable cost. Would it be possible to use CG personnel/PE to witness the inspections or utilize the local Sherwin Williams NACE level 2 inspector?
Answer 2: A local Nace 2 Rep may conduct the coating inspections with USCG Port
Engineer’s oversite.

Question 4:
WORK ITEM 1: General Welding, Provide
3.3 Bidding. The Contractor shall ensure for bidding purposes this specification will be broke down by the following:
• Crop existing rope guards at base of mooring bitts and renew with GFE guards
We did the site visit and station personnel did not know anything about the GFE guards.
This work is like what we have completed in the past, it looks like they want either longer ones on the starboard side or relocated, or to install new ones on the portside since that side doesn’t have any on the deck edge pipe at this time.
Is the contractor to supply new 316 stainless steel guards and install? Are we to install on the port side or just make longer ones or relocate the existing ones on the starboard side?
Answer 4: Crop 4 renew four rope guards at their respective bitts. Station has them on-hand.
Question 5:
WORK ITEM 1: General Welding, Provide
3.3 Bidding. The Contractor shall ensure for bidding purposes this specification will be broke down by the following:
• Crop existing open bridge-to-cabin QAWTD mounting hardware and renew with stainless steel components.
We did the site visit and from the station personnel it sounded like the parts to renew is the
QAWTD’s fasteners, not the dogs and working mechanisms.
This work looks like they want to remove the QAWTD, reseal, and renew the existing hex bolts and nuts that connect the QAWTD to the enclosed bridge with new 316SS material.
Is the contractor just to R&R the QAWTD, reseal and renew the fasteners or to renew the door mechanisms?
Answer 5: Renew the fasteners.
Question 6:
WORK ITEM D-34: Request copy of additional print.
Answer 6: Drawing attached
