Question 2:

Crop existing open bridge-to-cabin QAWTD mounting hardware and renew with stainless steel components.
What components are not 316 stainless steel, are pictures available, and will this QAWTD be reinstalled using the original Huck Bolt System?
ANSWER 2: The hinge assemblies and dogs are not 316 stainless. Attaching pictures to a specification make it extremely difficult to attach via email & upload to FBO. Recommend a site visit.
A separate work item outlines the deta-couple install, eliminating the "huck bolt" system
Question 3:

Are these D-rings aluminum and welded to the super structure, or like the ones we have built in the past that are out of 316 SS with backing plates?
ANSWER 3: Aluminum rings welded to the superstructure
Question 4:
Crop existing rope guards at base of mooring bitts and renew with GFE guards
Can you provide pictures of old and new guards to be renewed?
ANSWER 4: As with 2b, recommend a site visit
Question 5:
WORK ITEM 3: Hull Plating (U/W Body), Inspect
3.2.7.1 Visual. Perform a visual inspection of the existing U/W body coating system.
In our past previous contracts from the 80’s & 90’ this inspection was used to turn on optional items that the contracts had, such as 100% Under Water Body Renewal or to just do a partial 10%, which was to blast all of the A/F off to the epoxy and build the system back up. They found that this 10% did not work well on the small boats so started doing just the 100%. We still inspect this, but knowing we have the D-Item to complete this 100%, which is as far as it needs to go for inspection.
Under the note it is requesting for a QP-1 or Nace Inspector, is this necessary since the bottom of the boat is going to be 100% sand blasted and painted? The only thing this would determine is how often the station personnel painted the bottom over the last 5 years.
Previous USCG Answers: We are using standard work Items in our specification. This Work Item has the potential for use during a dry dock where the Coast Guard requesting information for determining bottom paint requirements and whether a platform requires full or partial painting. For this contract we a requiring 100% bottom paint under work Item D-23. No DFT measurements are required from the contractor. Port Engineer will take the responsibility to complete DFT requirements. UPDATED in REV-1 to reflect. 3.2.7.2 and 3.2.7.3 deleted from package
Previous USCG Answers:
NOTE:
These inspections are for determining the existing condition of the coating system for the underwater body surfaces, which are deemed “Critical-coated” surfaces; they must be carried out by a SSPC-QP-1 certified contractor/sub-Contractor or a NACE Inspector – see SFLC Std Spec
0000, paragraph 3.2.4.2 (In-process QC measures for “critical-coated surfaces”).
Spec Writer Reply: Prior to applying paint contractor will be required to prep surfaces to SSPC-QP-1. CG Port Engineer will verify no need for outside NACE inspector.
3.2.7.1 Visual. Perform a visual inspection of the existing U/W body coating system.
Spec Writer Reply: complete visual inspection
ANSWER 5: Recommend a site visit.
Question 6:
WORK ITEM 4: Deta-Couple Installation This is for area clarification. Are we renewing only the exterior huck bolt system, at deck level, and not the interior ones, that run, athwart ship on bulkheads 16, 21, and 26?
