Self-Propelled Boat Trailer For the (USCG) Ready Boat Medium (RB-M)
Specification
1. SCOPE
1.1. This specification is for a self-propelled trailer to be used for hauling, transporting and launching the (USCG) Ready Boat Medium (RB-M).
1.2. The U.S. Coast Guard (USCG) Sector in Guam operates and maintains two 45 foot RB-Ms. In order to facilitate maintenance, repair, and storm avoidance a self-propelled trailer is required that can be used to haul an RB-M using a boat ramp located at the Coast Guard facility in Guam, transport the RB-M to and from a maintenance facility on the same property, and then launch the RB-M using the same ramp.
1.3. The lift will be designed such that once transported to the maintenance facility, the RB-M can be supported separately from the trailer and the trailer removed.
2. APPLICABLE DOCUMENTS
2.1. The following documents are referenced in this specification:

3. REQUIREMENTS
3.1. General
3.1.1. The Contractor shall provide a hydraulically powered self-propelled submersible trailer suitable for launching and hauling the RB-M from a boat ramp.
3.2. RB-M
3.2.1. The trailer shall accommodate the RB-M. The RB-M is an aluminum, self-righting “deep-vee” mono-hull boat powered by two inboard diesel engines and propelled by twin water jets.
3.2.2. The RB-M incorporates a planning hull form with a double chine and a 20 degree dead rise at the transom. A keel shoe runs the length of the hull for additional hull plating protection. Appendages extending below the hull include the keel shoe, and two strakes extending forward from the transom and outboard of the water jets, port and starboard.
3.2.3. The RB-M has the following general dimensions:

3.2.4. The trailer shall accommodate a loaded boat weight of at least 50,000 pounds.
3.3. Launch and Recovery
3.3.1. The trailer shall be capable of launching and recovering from the boat ramp at Sector Guam.
3.3.2. The ramp is constructed of concrete, the dimensions are 43 feet long, with a slope of 10 degrees, and extends approximately 38 feet into the water with a water depth at the end of the ramp of 9 feet 8 inches as measured at median low tide.
3.4. Transit and Maneuvering
3.4.1. The trailer shall be self-propelled and be capable of transiting over paved and gravel roads at a speed of at least 5 miles per hour.
3.4.2. The trailer shall be highly maneuverable and able to make a complete turn in no more than two trailer lengths.
3.4.3. The width of the trailer, without the RB-M, shall not exceed 8 feet 6 inches.
3.5. The trailer shall be capable of transiting below the existing overhead power lines. The power lines are measured at 18 feet above the flat road surface. The fixed height of the RB-M is 13 feet 6 inches measured from the keel to the highest fixed structure.
3.6. Shallow Water Launch and Recovery
3.6.1. The trailer shall be capable of hauling and launching the RB-M in shallow water conditions. To accomplish this, the trailer must have rollers and a winch positioned appropriately to allow the RB-M to be winched onto the trailer from the floating position using a bridle connected to the deck cleats located on the port and starboard sides of the RB-M deck as an attachment point during recovery and launching operations.
3.6.2. The forward section of the trailer shall have a raised platform that houses the operational controls and power supply equipment and provide a suitable place for the operator to sit or stand during trailer operation. Steps and handrails shall be provided to access the platform. Non-skid surfaces shall be applied in areas where the operators are expected to step or stand.
3.7. Trailer Construction
3.7.1. The components of the trailer that would normally be under water during launch and recover operations shall be completely sealed.
3.7.2. The trailer will normally be stored outside uncovered. All components shall be suitable for exposure to rain, snow and icing.
3.7.3. The trailer shall be propelled by hydraulic motors driving at least 4 drive wheels. All wheels shall be galvanized protected and solid air cushioned tires that carry the majority of the RB-M load.
3.7.4. The trailer shall have forward wheels that provide steering. Steering shall be hydraulically controlled.
3.7.5. Hydraulic power shall be provided by a water cooled four-stroke diesel engine hydraulic power unit (HPU) that is mounted on the trailer.
3.7.5.1. The diesel engine shall be provided with an enclosure that limits the noise exposure for the operational crew.
3.7.5.2. The diesel engine shall have electric start with a starting battery and an alternator that provides sufficient power for re-charging battery and powering other trailer electrical loads.
3.7.5.3. The controls for the diesel engine shall be located on the raised platform.
3.7.5.4. The diesel engine shall have the following gauges and controls:
3.7.5.4.1. Start and stop controls
3.7.5.4.2. Engine pre-heat control
3.7.5.4.3. Tachometer
3.7.5.4.4. Engine hour meter
3.7.5.4.5. Oil pressure gauge
3.7.5.4.6. Engine cooling water temperature gauge
3.7.5.4.7. DC electrical voltage gauge
3.7.5.4.8. Hydraulic oil pressure
3.7.5.5. A diesel fuel tank with gauge shall be provided with sufficient capacity for 8 hours of operation. The fuel distribution system, including filters, shall meet the engine manufacturer’s requirements.
3.7.6. The hydraulic system shall incorporate the following features:
3.7.6.1. The system hydraulic oil shall be of the biodegradable type.
3.7.6.2. Hydraulic hoses shall have corrosion resistant stainless steel re-usable end fittings.
3.7.7. Rollers shall have stainless steel (Type 316) shafts.
3.7.8. The trailer shall have a positive means of slowing and stopping movement of the trailer either through brakes or the hydraulic propulsion system.
3.7.9. The trailer shall have the ability to lower the frame to make contact with the boat ramp during hauling and launching operations and plates attached to the trailer at the point where contact is made with the ramp.
3.7.10. The raised platform shall incorporate a control console that provides steering, propulsion and winch controls.
3.7.11. The trailer shall be fitted with two forward facing and two aft facing floodlights (to illuminate the trailer, road and launching ramp during operations).
3.7.12. The trailer frame shall be galvanized in accordance with current industry standards.
3.7.13. The trailer shall be fitted with a builder’s identification plate that provides the builder’s name, address, manufacture date, trailer model number, and serial number.
3.7.14. A durable plaque with safe operating instructions shall be provided on the raised platform in view of the trailer operator.
3.7.15. Support bunks shall be designed and fitted to contact the RB-M on structural frames.
3.7.16. Custom fitting of any components of the trailer to match the RB-M shall be accomplished at delivery.
3.7.17. The trailer shall be provided with a bridle configured to accommodate winching the RB-M onto the trailer via attachment to deck cleats without causing damage to the RB-M fendering system.
3.7.18. The trailer shall be provided with at least two sets of portable chocks to be placed under the wheels.
3.7.19. The raised platform shall have a storage compartment or container with a lid that is suitable for storing the chocks and a set of tie-down straps.
3.6.17. Provide valves and controls to limit the slip of each of the four hydraulic drive motors to improve performance when operating on boat ramps where the lower portions of the ramp (under water) are covered with mud. Switches to control the limited slip capability shall be provided within reach of the operator while the trailer is being operated.
1.1. Warranty
1.1.1. The structural components of the trailer, including the raised platform, shall be warranted for a minimum of 2 years from the date of delivery.
1.1.2. All other components shall be warranted for a minimum of 1 year from the date of delivery.
1.2. Training
1.2.1. The Contractor shall provide a minimum of one day of training in the proper operation and maintenance of the RB-M trailer.
1.2.2. Training shall be conducted at Sector Guam and shall include the hauling, transit, maneuvering (including removing of the RB-M from the trailer on to supports at the maintenance facility and re-installation onto the trailer), and launching of the RB-M.
1.2.3. The training shall also cover all routine maintenance that needs to be conducted on the RB-M trailer.
1.3. Supporting Documentation
1.3.1. Operations & Maintenance Manual – The Contractor shall provide an operations manual with the trailer that provides:
1.3.1.1. A description of how to safely operate the trailer
1.3.1.2. Warnings, cautions and other notes
1.3.1.3. Maintenance procedures
1.3.2. Technical Manuals – the Contractor shall provide all of the technical manuals, including service manuals, for the major components of the trailer. At a minimum these include manuals for the diesel engine, hydraulic pump, hydraulic motors, controls and winch.
1.3.3. Exploded Parts Drawings – the Contractor shall provide 3-D exploded parts drawings that show the details of the trailer. The parts lists included in the drawings shall provide enough information to allow for the future replacement of the components that make up the trailer.
2. INSPECTIONS AND TRIALS
2.1.1. The Contractor shall inspect and test the RB-M trailer to verify all requirements of the contract are met prior to delivery. All discrepancies shall be corrected before shipment.
2.1.2. Prior to shipping the trailer, the Contractor shall host inspections and trials of the RB-M trailer by the Contracting Officer’s Technical Representative (COTR) to confirm the trailer complies with the specifications. At least two week’s notice shall be provided of the inspections and trials date.
3. SHIPPING AND DELIVERY
3.1.1. The contractor is responsible for shipping the RB-M trailer to Sector Guam, unloading it from the shipping trailer, and preparing it for operations.
