About this file
This is a Questions and Answers document addressing clarifications on a Request for Quote (RFQ) for replacing two garage doors at the Coast Guard Academy in New London, Connecticut.
The solicitation requires contractors to furnish labor, materials, and equipment to remove and replace two existing garage doors with new white flush-panel glazed Thermacore Sectional Steel Door models (596) measuring 10'0" x 8'1", including installation of new tracks, rollers, hinges, brackets, cables, torsion springs, bearings, mounting hardware, weather seals, locks, and operating components. All work must comply with manufacturer instructions, applicable building codes, OSHA safety requirements, and industry standards. Offerors must submit firm-fixed-price quotes via email in a single complete package that demonstrates compliance with the Statement of Work, including sufficient technical information to establish the contractor's ability to meet requirements. Pricing must show the total dollar amount in U.S. dollars with line items and an overall total. The Government will not provide cost estimates or budgeted figures; offerors are responsible for independent cost development. No separate technical and pricing submissions are required. Upon award, the contracting officer will communicate contract terms, after which the awardee and Government technical point of contact will coordinate the installation schedule. Pre-existing or concealed framing deficiencies discovered after door removal may be reported separately and addressed outside the fixed-price scope. The contractor must be a competent contractor with experience performing similar work and must verify existing framing and mounting surfaces before proceeding with work.

Questions:
1. The solicitation references Attachment A for the Total Evaluated Price, but Attachment A does not appear to be included in the provided package. Could you please provide Attachment A and confirm the required pricing format?
Answer: Disregard, I will remove that language from the solicitation. See updated version attached without attachment A.
Pricing format just must have the total dollar amount in U.S. dollars on the quote. For example, if there are multiple line items there needs to be a overall total listed as well.
2. Could you please confirm the required delivery and installation completion period following award or Notice to Proceed.
Answer: Upon award, the awardee will receive an email from the contracting officer/contracting specialist with the contract terms. Once those terms are signed by the contracting officer and awardee, they shall coordinate the installation schedule with the Government technical point of contact.
3. Section 1.2 of the SOW states that the contractor and contractor personnel performing the work shall be licensed by the State of Connecticut. Could you please identify the specific Connecticut license or registration required and clarify whether it must be held by the prime contractor, the performing installation company, the individual installers, or all of the above?
Answer: Competent contractor with experience performing similar work
4. The required door specification identifies “Door, 596,” but a manufacturer is not identified. Could you please confirm whether “596” refers to a specific manufacturer/model or a basis-of-design product, and whether technically equivalent products meeting all stated dimensions, configuration, and performance requirements are acceptable?
Answer : Thermacore® Sectional Steel Door - 596
5. The SOW requires the contractor to verify existing framing and mounting surfaces and report deficiencies before proceeding. If concealed or pre-existing framing/mounting deficiencies are discovered after removal of the existing doors, please confirm whether corrective work is expected to be included within the FFP CLIN or addressed separately.
Answer: Reported separately is fine. Everything is exposed.
6. The solicitation references Volume I and technical acceptability but does not otherwise define the required quote-stage technical submission. Could you please confirm what technical documentation is required with the quotation and whether separate technical and pricing files are required?
Answer: The solicitation does not require separate technical and pricing files. Offerors may submit one complete quote package by email. All quotes must be compliant with the Scope of Work. Offerors should include sufficient information in their quote to demonstrate that the proposed work complies with the solicitation requirements. Technical acceptability will be determined based on whether the quote demonstrates the offeror’s ability to meet the solicitation requirements.
7. Is there a cost estimate , budget or ballpark figure for the project listed? Is there an actual start date for the project?
Answer: The Government will not provide a cost estimate, budget, or ballpark figure for this RFQ. Offerors are responsible for independently developing and submitting their firm-fixed-price quote based on the solicitation requirements. The start date will be coordinated with the successful awardee after award.
8. Could you please clarify whether a 10'0" x 8'0" manufactured garage door, meeting the remaining required specifications and properly sealed for the existing opening, would be acceptable in lieu of the stated 10'0" x 8'1" dimension?
Answer: The measurements are confirmed as 10’ x 8’ 1”. Offerors shall quote doors meeting the stated 10'0" x 8'1".
