About this file
This is a U.S. Coast Guard Justification and Authorization (J&A) document for a purchase of commercial products restricted from full and open competition under FAR 12.102(a).
The Coast Guard Aviation Logistics Center and Medium Range Recovery Product Line seeks to purchase four units of an output shaft (part number 63508188-1, National Stock Number 2925-01-HS3-8058) for the MH-60T aircraft on a brand name basis from Honeywell International, located at 1300 W Warner Road, Temple, Arizona 85284 (UEI: CVT6PBG5LC18). This item is required for replacement during routine maintenance due to failures, corrosion, and/or damage. The procurement includes an optional quantity of ten additional units. The justification for single-source procurement is based on brand name restrictions, as Honeywell International, as the Original Equipment Manufacturer, owns all rights to technical data, specifications, and drawings. The Government does not possess rights to manufacture the item, and the item is the only one approved by the USCG Aircraft Configuration Control Board for use on the MH-60T helicopter. Additionally, USCG Aviation Engineering has assigned the item an Acquisition Method Code of 5, which restricts acquisition to the prime contractor only. Price fairness and reasonableness were determined through market research, comparison of proposed prices with previous purchases, current price lists, comparison with similar items in related industries, and comparison to IGCE. The document was last updated on March 3, 2026.
