Statement of Work Summary: Maintenance of Aircraft Refueler

This Statement of Work (SOW) outlines the U.S. Coast Guard's requirement for on-site engine repairs to an International Motors aircraft refueler truck (VIN# 1HTMSAAR19H141417) located at ATC Mobile in Mobile, Alabama. The refueler is a 3,000- to 5,000-gallon cargo tank motor vehicle used for aircraft refueling operations. The primary repair work includes removal and reinstallation of the engine ECM, EGR Cooler, and wheel seal replacement, with all work to be performed in accordance with Original Equipment Manufacturer (OEM) specifications using OEM or equivalent parts. The contractor must furnish all inspection materials, facilities, parts, equipment, and tools necessary to complete the repairs. Performance of work is restricted to on-site operations at ATC Mobile (8501 Tanner Williams Road, Mobile, AL 36608-8322) between 0800-1500 hours, Monday through Friday, excluding federal holidays, and requires coordination with designated USCG personnel for base access and security protocols.

The SOW establishes five key deliverables requiring contractor performance: (1) completion of approved repair actions on the ECM, EGR Cooler, and wheel seal; (2) post-repair operational and functional testing with formal documentation; (3) compliance inspection under federal, state, and local motor vehicle laws; (4) identification and detailed quotation of any additional discrepancies discovered during repair requiring KO approval before commencement; and (5) government acceptance via a signed Services Rendered form from both the contractor and an ATC Mobile representative. The contractor must provide a minimum 30-day warranty covering all repairs and is responsible for all corrective actions at no additional cost if repairs fail to meet SOW or OEM specifications. Reimbursement is contingent upon satisfactory completion and acceptance by CGAS Mobile Quality Assurance personnel. Key government points of contact include the Contract Specialist (Denise J. Bulone) and Technical POC (Christopher Barr) at the Aviation Logistics Center Engineering Services Division.

MAINTENANCE OF AIRCRAFT REFUELER

1.0 GENERAL

1.1 Background

The U.S. Coast Guard (USCG) operates 3,000- and 5,000-gallon aircraft refueler trucks (cargo tank motor vehicles) at our CG Air Stations (CGAS) for refueling aircraft. CGAS employees perform maintenance and periodic inspections to include daily, weekly, monthly, semi-annual, annual, triennial inspections.

The USCG Aviation Training Center (ATC) Mobile (or CGAS) personnel diagnosed engine repairs to the International Motors aircraft refueler (VIN# 1HTMSAAR19H141417) and require a qualified Contractor to perform the repairs to the aircraft refueler engine components and systems.

Refueler Engine Data Plate Information:

Part Number: 4307102R92 Serial Number: S211830009 Year Model: 2007-2009

All repairs must be completed to Original Equipment Manufacturer (OEM) specifications and use OEM or equivalent parts.

The scope shall require a qualified aircraft refueler motor vehicle Contractor to complete the required repairs on-site to return the refueler to a fully operational condition. The scope will include the repair action at the decision of the Contracting Officer (KO). Only through a purchase order modification granting further approval by the KO, can the Contractor commence any additional repair work beyond the scope of the SOW for discrepancies found at the initial repair to return the refueler to a fully serviceable condition. Discrepancies discovered beyond the SOW shall be recorded IAW Task Four of the SOW (Documented Discrepancies).

The Contractor shall perform engine repairs on-site at ATC Mobile, as the aircraft refueler is inoperable and at full product-tank capacity and cannot be safely towed.

1.3 Objective
