About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services at or below the Simplified Acquisition Threshold (SAT), prepared under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1.
The procurement covers spare parts for MH-65 helicopters, specifically one toolbox referenced in an attached schedule. The contracting officer has selected the Brand Name justification type, determining that the particular brand name, product, or feature is essential to government requirements and that other companies' similar products cannot meet or be modified to meet the agency's needs. The rationale states that the tools are highly specialized parts designed and manufactured by Snap On, Inc. (OEM), and technical data required for acquisition from other sources is not available. Procurement from any entity other than the original equipment manufacturer or its authorized distributor, IDSC Holdings, LLC (located at 2801 80th Street, Kenosha, WI 53143-5656; UEI: SJL9Q452QBL5), would compromise aircraft safety and crew safety. The solicitation and resulting purchase order will require all delivered materials to have clear, documented traceability to the OEM and a completed Certificate of Conformance in accordance with FAR clause 52.246-15. The document includes signature blocks for both the Technical and Requirements Point of Contact and the Contracting Officer, though these remain unsigned in the current version dated March 3, 2026. No fair and reasonable price determination method has been selected on the provided form pages.
