Origin shipping terms will be accepted, explicitly excluding Ex Works (EXW) and various Incoterms 2020 shipping methods. The deadline for submitting questions has been updated to August 11, 2025.

Document titled “Solicitation 70Z03825QW0000069 – Amendment A0003 Questions and

Answers” has been added as an attachment.

Questions and Answers:

1. Are contractors obligated to keep one price across the options period(s) or are we able to account for price increases from year to year?

a. The offeror may present the Schedule of Services pricing at their discretion, including any proposed annual price adjustments. The offeror’s initial offer should contain the offeror’s best terms from price and technical standpoint. Pricing should be quoted separately for all CLIN(s), for the base year and all four (4) option years as specified in the schedule. The Government will evaluate pricing for all part numbers for all years. The Government may determine that an offer is unacceptable if the base and option year prices are significantly unbalanced or an improperly completed Schedule of Services.

2. Is FOB Origin acceptable?

a. Only quotations with shipping terms of F.O.B. Destination or F.O.B Origin will be accepted. Shipping terms of Ex Works (EXW) or Incoterms 2020 (to include but not limited to DAP Incoterms 2020 and FCA, Incoterms 2020) will not be accepted.
