Number Question USCG Response
1 Multiple attachments are denoted as "Attachment
1". Will the USG please update the file names so that are sequentially numbered (Attachment 1, Attachment 2, etc)?
See updated documents.
2 The RFP does not state if the title page, table of contents, list of tables, and list of figures are excluded from the page limit. Please advise whether these items are excluded or included in page count.
Updated Instructions have been uploaded.
3 The Submission Files table on page 2 of
Instructions to Offerors lists Volume V twice
(Factor 5- Price and Performance Specification
Questionnaire). Will the USG please update the volume numbers?
Updated Instructions have been uploaded.
4 FAR 52.212-1(b)(8) requires a completed copy of
Representations and Certifications, but it is unclear in which volume this belongs. Will the USG please clarify which volume Reps and Certs should be included in?
Updated Instructions have been uploaded.
5 RFP instructions state, “Font shall be Times New
Roman twelve (12) point, except for diagrams and drawings where impractical.” The RFP does not explicitly state if tables can be a different font type and size. Please clarify if smaller font is permissable for tables, figures, etc. may use a smaller font.
Updated Instructions have been uploaded.
6 Are there any restrictions to the type of transfer media or data storeage device used as the
DSU/QAR i.e. USB interface, PCMCIA card, memory card, etc.
There are no restrictions.
7 Is .dwg an acceptable format to deliver for electrical 2D drawings?
Yes
8 The SOW states the contractor shall provide all necessary hardware and personnel to install the
VFDR system into each target aircraft. Will the
USG please specify what is meant by "target aircraft"? Will there be prototype, validation, and verification installations?
Target aircraft refers to MH-60T & MH-65E prototype, validation & verification will occur on one (1) of each aircraft model specified.
Instrallation will be completed by the USCG ALC, not the vendor.
9 In section 7.1.1 it states the contractor shall provide a 1 year commercial warranty. However, in section 7.1.2 is states the contractor shall provide a warranty that begins when the unit is installed on the aircraft. Can the USG define the length of extended warranty from the time of install?
This is a tradeoff, we desire a warranty that begins when the unit is installed on the aircraft.
10 Does the warranty from the time of install apply to any spares?
Please explain further.
11 How many aircraft will the Contractor perform installations on before the USCG personnel take over the installations of the aircraft VFDR A-Kits?
The USCG will complete the installs. The vendor will provide technical assistance during initial install and testing on one (1) MH-60T & one (1)
MH-65E.
12 A microphone compliant with ED-112A is required, is ‘certified to’ mandated or is a
‘compliant but not certified’ solution acceptable?
Certified to ED112A is not required.

‘certified to’ mandated or is a ‘compliant but not certified’ solution acceptable?
Certified to C121b is not required.
14 Is FAA TSO certified/approved required for this application or is ‘meeting but uncertified’ acceptable?
All requirements of TSO C123c & C124c must be met.
15 For a DSU/QAR application will a record all approach be acceptable rather than logic conditions for start/stop control?
This may be acceptable based on memory size and recording length.
16 Can you define the functionality of the ARINC
429 output?
See updated documents.
17 The performance specification identifies ‘RIPS to provide…’ which suggests a ‘shall’ yet it’s included in the questionnaire on a tab that is titled
‘RIPS - Desired’. The ‘desired’ classification is confirmed within the A0002 Responses to questions document, released today, which is noted. If implemented, is there a preferred RIPS storage technology i.e. is there a storage technology prohibited?
Referrinig to battery storage lithium batteries are not desired.
18 Can you specify or define the term ‘momentary’? Cycling of circuit breaker or other aircraft power system which cause the VFDR to lose power momentarily (i.e. simulated power loss during training flights).
19 Is there a preferred Flight Data Management
(FDM) software package?
The USCG uses the insight FDM application by
APS Aerospace.
20 Can you confirm whether this is the output file from the recorder or the FDM software package
Output file from the VFDR.
21 The performance specification identifies a desired size of the VFDR, can you please provide maximum space envelop available for the equipment to be supplied?
Maximum space envelope is not available.
22 If RIPS is included within the implemented system is there a separate space for a standalone RIPS or will this need to be included within the VFDR space envelope?
Either of these solutions are acceptable.
