This document provides United States Coast Guard (USCG) responses for questions that have been asked regarding sources sought 70Z03824QE0000045. Question numbers are provided simply as a reference and in no way infer a prioritization of the questions.
Note: All questions are in reference to Statement of Work (SOW), Page 2 and 3, Section 2.2
Number Question USCG Response 1 The Statement of Work (SOW) has a table
(Section 2.2 under item 4) listing the experience training hours required. The information in this chart is not a reflection of NAS-410. The minimum experience hours (OJT) hours are a lot higher for each method.
The USCG does not label their inspectors as NAS-410 Level 2. Due to our unique needs, the USCG has created their own qualification/certification criteria. The hours listed in the table is the USCG’s requirement for training hours.
The USCG refers to training hours as formal training hours, not experience (OJT) hours.
The USCG understands and accepts this is not a reflection of NAS-410.
2 We want to be sure that the contracting office is aware of this requirement and is planning accordingly for the students to be able to receive the required hours before they are qualified to be certified.
The USCG has its own qualification/certification program. The USCG is asking the vendor to provide the minimum training hours on the SOW page 3 and exams that meet the requirements of NAS-410 7.1.3, 7.1.4, 7.1.5.
3 This section also has a paragraph that talks about the certification process of a general, specific, and practical exam. We want to verify that the contracting officer is aware that this step will not take place until after the required experience hours have been met and that only an end-of-course exam will be given after each formal classroom training for each method.
The Vendor is not required to provide experience hours. SOW, page 2, paragraph 2.2 mentions: “Training curriculum shall be a combination of technical instruction and hands-on practical for approximately one hundred-twenty (120) hours over a consecutive period.” The “hands on practical” should be interpreted as instrument specific familiarity.

The USCG determines what qualifies a student to inspect and sign off accept or reject dispositions. The USCG understands and accepts this is not the same requirements as
NAS-410.
