Statement of Work (SOW)
Laboratory Testing Service for Hexavalent Chromium

1.0 General
1.1 Background
The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Safety, Environmental and Health Office (SEHO) has a requirement for Laboratory Testing Services for the presence of
Hexavalent Chromium (CrVI). The USCG has twenty-five (25) Air Stations and one (1) Maintenance
Facility where the routine maintenance of assigned aircraft may cause the release of paint, or sanding dust containing CrVI. The USCG endeavors to detect the presence of and mitigate the exposure of
CrVI.
1.2 Scope
The contractor shall provide Laboratory Services staffed with trained and qualified personnel to perform the required testing in accordance with (IAW) the SOW. The efforts to be accomplished under this contract are scalable in nature to include other tasks and services within scope, as required.
1.3 Required Services
The contracted laboratory is required to test and analyze the USCG submitted samples for the presence and concentration of this particular species of chromium (CrVI) and not for Total
Chromium. The laboratory results shall be available within one (1) week of laboratory receipt of wipe samples. In addition, the contracted laboratory will furnish sampling kits to the twenty-six (26) locations identified in 1.3.1 on a quarterly basis.
Each sampling kit shall contain at a minimum:
• Twelve (12) sampling media that is a 37-mm diameter polyvinyl chloride (PVC) filter with 5 μm pore size.
• Twelve (12) pairs of nitrile gloves
• Twelve (12) 100 cm2 (10 x 10 cm) square templates
• Twelve (12) plastic vials
The expected number of kits to be sent out per quarter is a total of thirty-eight (38). Each kit contains twelve (12) samples in each kit. The quarterly number of samples is four hundred fifty six (456) for analysis and eighteen hundred twenty four (1,824) samples per year. Required detection limit for analysis is at least 0.071 micrograms per 100 square centimeters (μg/100 cm2) following analytical method OSHA W4001.
1.3.1 To ensure consistent testing throughout the year, the contracted laboratory will send the requested number of wipe sampling kits on a quarterly basis as described below to each sampling location. Section 6.3, provides the POC and address for each sampling location.
• One sampling kit per location (total 18 kits/quarter): Air Station Atlantic City, Air Station
Borinquen, Air Station Detroit, Air Station HITRON, Air Station Humboldt Bay, Air Station
Port Angeles, Air Station San Francisco, Air Station Sitka, Air Station Houston, Air Station
New Orleans, Air Station Sacramento, Air Station Savannah, Air Station Traverse City, Sector North Bend, Sector Columbia River, Sector San Diego, ATC Mobile and Air Station
Ventura.
• Two sampling kits per location (total 14 kits/quarter): Air Station Barbers Point, Air Station
Cape Cod, Air Station Corpus Christi, Air Station Elizabeth City, Air Station Kodiak, Air
Station Clearwater and Air Station Miami.
• Six sampling kits (total 6 kits/quarter): Aviation Logistics Center.
1.3.2 The USCG will continuously monitor its needs to ensure the appropriate number of quarterly samples are submitted for testing. In the event that the USCG requires changes to either the type of test or the number of tests, the Contracting Officer will notify the Contractor and negotiate the changes.
1.4 Program Oversight
Industrial Hygienist(s) (IH) assigned to ALC will monitor the results being returned from the laboratory service for accuracy and completeness. They will advise the Contracting Officer of any recommended or necessary changes to this contract. IH(s) are not authorized to change the scope of work or specifications as stated in the contract, to make any commitments or otherwise obligate the
Government or authorize any changes that affect the contract price, delivery schedule, period of performance or other terms or conditions.
2.0 Applicable Methodology and Certifications

The following certifications, specifications, standards, or guidelines must be complied with in order to meet the requirements of this contract:

2.1.2 Certified by the American Industrial Hygiene Association-Laboratory Accreditation
Program (AIHA-LAP) (ISO/IEC 17025 Accreditation)
2.1.3 All ALC instructions, regulations, directives, and special procedures as promulgated by the
Commanding Officer and/or published on the ALC intranet web site which can be provided after contract award.
3.0 Reports
3.1 Quarterly Activity Report
The Contractor shall submit a quarterly report to the Contracting Specialist and Contracting Officer consisting of:
• Number of samples tested by site during quarter
Quarters are defined as follows:
September-November
December-February
March-May
June-August
4.0 Deliverables
The Contractor shall develop and submit all required deliverables as specified in this SOW and the following table.

5.0 Contract Requirements
5.1 Period of Performance
The period of contract performance includes one (1) one-year base period and, if exercised, four
(4) one-year option period.
5.2 Place of Performance
The work specified in the SOW shall be performed at the contractor's facility.

6.0 Invoicing
6.1 Invoicing Instructions
Unless otherwise specified in the schedule or on individual modifications issued under this contract, the Contractor's invoice shall be submitted IAW FAR 52.212-4 to the designated billing office for payment as noted below. The Contractor shall also submit copies to the Contract
Specialist and the COR. The final invoice submitted under the awarded contract, shall be clearly marked and labeled as the final. The Contractor is HIGHLY encouraged to submit invoices electronically to ALC-Fiscal@uscg.mil.
