The solicitation requires repair services for MH-60T aircraft components from the original equipment manufacturer, Sikorsky Aircraft Corporation. The document clarifies that the contractor proposed cyber/IT solutions section has been removed, market research reports cannot be provided but support the justification for sole source award, and there is no employee rights poster attachment. Corrections were also made to the statement of work, terms and conditions, and schedule of supplies/services attachments.

Q&As: 70Z03823RH0000005
1. Within the Statement of Work, there is a secon pertaining to Contractor Proposed Cyber/IT- Related Soluons. Is the offeror required to complete this secon and provide with our bid submission? We are also not familiar with what is meant by hardware of soware related to the requirements for this solicitaon. Could you please provide clarificaon?
This is not applicable to the requirement and has been removed from the SOW.
*See atachment “Statement of Work Rev 1”
2. The J+A document makes menon of two Market Research Report atachments. Could you please provide us with copies of these documents?
The USCG is unable to provide the atachments to the Market Research as they are considered internal government documents. However, these atachments are in support of the J&A secon X. “In accordance with the National Defense Authorization Act for Fiscal Year 2004, Public Law 108-136, § 802, 117 Stat. 1392 (2003), the Naval Supply (NAVSUP) Systems Command, Weapons Systems Support (WSS), Philadelphia, PA, is the design control activity for the component(s) specific to this acquisition and as such, has the sole authority and responsibility for certifying source(s) for the repairs services and support for USCG MH-60T component(s).
Repairing the component(s) with another vendor may result in dangerous conditions and compromise the integrity of the aircraft thereby creating a safety flight risk. A safety flight risk is never acceptable, therefore, no alternate vendors other than NAVSUP WSS approved source(s) will be considered for this requirement. The Navy has identified only one (1) source capable of meeting this requirement; Sikorsky Aircraft Corporation (SAC, cage code 78286).
SAC is the Original Equipment Manufacturer (OEM) of the link assembly.”
3. We did not receive a copy of the Employee Rights Poster as stated on page 15 of the Terms and Condions. Could you please provide us with a copy?
This was an oversight/mistake. There is no Employee Rights Poster atached to this solicitaon.
It has been removed from page 15 of the Terms and Condions.
*See atachment “Ts and Cs Rev 1”
4. We also noced a few issues in the Schedule of Supplies/Services spreadsheet:
a. BASE sheet, cell G6: there is no formula input.
b. OPTION 2 sheet, cell G11: the SUM of the Base and all opons is formulated to only calculate the totals from Opon year 2.
The schedule has been corrected. *See atachment “Schedule of Services Rev 1”
