COMBINED SYNOPSIS/SOLICITATION 70Z03823QE0000015
STATEMENT OF REQUIREMENTS (SOR) REV 2
BACKGROUND
The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Engineering Services
Division (ESD) has a requirement for the manufacture of first articles and if approved, the subsequent manufacture of additional quantities of the cameras listed below:
NOMENCLATURE PART NUMBER (PN)
Hoist Camera HC60651-1
Cabin Camera CC60652-1
These Cameras are mounted on USCG rotary wing aircraft which are used to perform various missions such as search and rescue and law enforcement. The Hoist Camera is installed on the hoist platform facing down to display the hoisting evolution. The Cabin Camera is only used on the MH-60T helicopter and is installed in the cabin facing the door to record the hoisting evolution from within the cabin.
Running on the aircraft’s power system and with no user input, the cameras are automatically operational and recording whenever the aircraft is electrified.
SCOPE
A. General Requirements
The following requirements apply to both Cameras and all work under this order. This acquisition is subject to FAR 52.209-4, First Article Approval – Government Testing (Sep 1989). In addition to the information provided in this SOR, the Contractor should carefully review the text of FAR clause 52.209-
4 as well as the Instructions to Offerors and Evaluation Criteria provided in this acquisition’s Terms and
Conditions. For clarity’s sake, when the term Camera is utilized throughout this document, it shall refer to information and/or characteristics common to both the Hoist and Cabin Cameras.
All work shall be performed at the Contractor’s facility or other USCG-approved facility. The
Contractor shall provide all necessary materials, labor, tooling, equipment, and infrastructure to manufacture the Cameras. All services shall be accomplished as directed by the Government and any substantive requests for clarification shall be directed to the Contracting Officer or their designee. The
Contractor shall not exceed the firm fixed prices in the Schedule without prior authorization from the
Contracting Officer in the form of a signed, executed order modification.
The USCG is unable to provide drawings for the manufacture of these Cameras. In addition to the detailed specifications provided in this SOR, a sample mount will be provided to ensure the Cameras fit and are functional to with the existing aircraft mounts and connectors.
The USCG shall provide one Hoist Camera and one Mounting Bracket (PN: SVS-025-SS) as
Government Furnished Property (GFP) for the purposes of reverse engineering. The GFP shall be provided in a “ready for issue” condition. The Contractor shall accomplish a thorough inspection of the
GFP and report any deficiencies to the Government technical point of contact (POC). The technical POC will be determined upon award and contact information provided to the Contractor. Both items furnished as GFP shall be returned to the Government no later than thirty (30) days after written approval of the first articles under Line Items 2 and 4 in the Schedule.
For the purposes of quoting, pictures of the Mounting Bracket (PN: SVS-025-SS) along with detailed measurements are provided in Exhibit A – Sample Mounting Bracket Dimensions and Pictures.
The USCG is not able to provide any tooling as GFP for the manufacture of the Cameras. The
Contractor shall manufacture all special, non-standard tooling such as injection molds required specifically for the manufacture of the Cameras and retain it on-site as Government property. The
Contractor shall store all special, non-standard tooling in a protected, climate-controlled location for a period of three (3) years and be responsible for any damage which may occur during said storage period.
After a period of three (3) years and if no additional orders were placed for the Cameras during that time, the Contractor shall request disposition instructions for the tooling in writing from the Contracting
Officer or their designee. However, if a new order is awarded to the Contractor for the manufacture of either Camera, the three-year storage period shall reset and restart to the effective date of the last order.
The cost of specialized tooling, research and development, testing, and any other costs associated with reverse engineering the Cameras shall be included as Non-Recurring Engineering (NRE) costs as shown in the Schedule. The Contractor shall endeavor to minimize NRE costs where possible and shall divide such costs proportional to each Camera given their many shared performance specifications. Any specialized tooling developed for the manufacture of the Cameras shall be considered part of the NRE costs and as such, shall be considered paid for and owned by the Government.
The Offeror’s standard commercial warranty shall apply to this order and the terms of that standard warranty shall be provided with the offer. The warranty shall clearly state: (1) the exact nature of the item and its components as well as the characteristics that the offeror’s warranty covers; (2) the extent of the warranty including all the Contractor’s obligations to the Government for breach of warranty; (3) specific remedies available to the Government; and (4) the scope and duration of the warranty. Offered warranties that exceed the standard commercial warranty will be considered.
ALC considers items Ready-for-Issue (RFI) upon acceptance. The Contractor shall furnish a Certificate of Conformance (COC) IAW FAR 52.246-15 for all Cameras. Items determined to be non-RFI upon installation or operation may be returned to the Contractor for correction at Contractor’s expense.
Deficiencies will be described in a Product Quality Deficiency Report (PQDR) and sent to the
Contractor prior to the return of any item.
