COMBINED SYNOPSIS/SOLICITATION 70Z03823QE0000015

QUESTIONS AND ANSWERS REV 3

Revised 20 April 2023

So that all interested offerors have the same information regarding this solicitation, this document records any questions received and the answers provided. It will be updated on as needed.

1. QUESTION: The solicitation states that there will be only 30 days after the award to provide the first articles. This is likely not enough time to complete the design concept, machine the parts, complete and build the new circuit board design. We could potentially provide functional mockups in that timeframe, to allow for form, fit, and functionality testing with existing helicopter video cables, monitors, and recorders. Will you please advise about flexibility on execution times?

ANSWER: If offerors are unable to provide the first articles in the requested timeframe, their quote should include their proposed timeframe along with any additional information and/or steps. In this example, the vendor could indicate that they would provide functional mockups 30 days after award with first articles following X numbers of days after mockup review and testing. Offerors should also indicate whether they are able to deliver the production quantities within 60 days after first article approval, as requested, and if not, provide a proposed timeframe.

2. QUESTION: Are you requesting just the bracket or the bracket with camera?

ANSWER: This requirement is for both the bracket and the camera. The camera fits inside the bracket. One bracket will be supplied to the Contractor as GFE.

3. QUESTION: Does the camera have built-in DVR?

ANSWER: No, the camera outputs the composite video RS-170A (NTSC color video) to a separate four channel video recorder on the aircraft. This recorder is not part of this acquisition.

4. QUESTION: What are the specs of the camera or DVR?

ANSWER: The specifications for both cameras can be found in the Statement of Requirements

(SOR) attached to this solicitation.

5. QUESTION: Our understanding is each cabin and hoist camera are to be supplied with a mounting bracket. Is this correct?

ANSWER: The Government requires each Hoist Camera and each Cabin Camera to include a mounting bracket identical to the Mounting Bracket supplied as GFE. Per the solicitation’s Statement of Requirements (SOR): “The USCG shall provide one Hoist

Camera and one Mounting Bracket (PN: SVS-025-SS) as Government Furnished

Property (GFP) for the purposes of reverse engineering….Both items furnished as GFP shall be returned to the Government no later than thirty (30) days after written approval of the first articles under Line Items 2 and 4 in the Schedule.”

6. QUESTION: We are currently building and testing a hoist camera very similar to your requirements.

Is there information about this project that might benefit this solicitation?

ANSWER: Yes, please review the Evaluation Criteria section of the solicitation’s Terms and

Conditions. Information about this project should be included in your offer in accordance with Factor 1 – Past Performance.

QUESTIONS AND ANSWERS REV 3

Revised 20 April 2023

7. QUESTION: What is the total quantity of cameras and mounting brackets?

ANSWER: As previously stated, each Hoist Camera and each Cabin Camera shall include a

Mounting Bracket. Per the solicitation’s Schedule of Supplies, the Government requires the following:

One (1) Hoist Camera for first article testing followed by twenty-five (25) additional

Hoist Cameras once the first article is approved for a total of twenty-six (26) Hoist

Cameras.

One (1) Cabin Camera for first article testing followed by ten (10) additional Cabin

Cameras once the first article is approved for a total of eleven (11) Cabin Cameras.

There are a total of thirty-seven (37) Cameras (both hoist and cabin) so a total of thirty-seven (37) Mounting Brackets are required.

8. QUESTION: What exactly do we need to provide for a complete and competitive bid?

ANSWER: Prospective offerors shall submit a completed Schedule of Supplies along with the Past

Performance information requested on page 1 of the solicitation’s Terms and Conditions.

In addition, offerors should indicate whether they can meet or improve upon the schedule for First Article Submission given on page 4 of the Statement of Requirements (SOR)

Rev 1.

9. QUESTION: Does the Hoist Camera supplied as GFE to the successful offeror have to be returned in the same condition it was received?

ANSWER: The Hoist Camera supplied as GFE does not need to be returned in the same condition.

We realize the Camera may be disassembled for the purposes of reverse engineering which can cause damage and prevent reassembly. However, all component parts of the

Camera must be returned to the Government.

10. QUESTION: Regarding the reference(s) requested under Factor 1 – Past Performance as stated in the

Evaluation Criteria of the attachment Terms and Conditions, must work under the order already have been completed? For example, if an order has been awarded to our company for the manufacture of similar video cameras, does that count as recent and relevant past performance even if the video cameras are still in the testing phase?

ANSWER: Any legally binding order for the manufacture of similar video cameras can count as recent and relevant past performance especially if awarded competitively. Offerors are encouraged to include such details with their offer. For example, competitively awarded a

Purchase Order in the amount of $XX for the manufacture of … Basis for award rested with the following evaluation factors…

11. QUESTION: Regarding Item 12 of the Performance Specifications shown in the Statement of

Requirements, most cameras today use a CMOS imager. These cameras can provide the same analog video output as requested and the same day/night function with a better lux rating and higher resolution than requested. Is this acceptable?

ANSWER: This specification outlines minimum requirements and is based on a thirteen-year-old design so improvements in technology are to be expected. A CMOS imager is acceptable. We need cameras that, at minimum, provide the functionality stated in these requirements; exceeding these requirements is acceptable.
