1. Please advise the process for accomplishing MRR Engineering approval, and whether such approval process can be conducted in parallel with the solicitation.

Response: MRR Engineering approval entails a more thorough review of past performance, technical acceptability review to ensure the vendor is authorized/approved to rework the military T700-401C Engines, Modules, and Components, that the most current version of manuals/documents are provided/used when work is performed, that FAA ratings/certifications are provided, a review of all required documentation submitted per the solicitation, and a site visit to confirm the company’s capability to perform the work successfully.

2. Please confirm that the first listed documents, the NAVAIR A1-T700A-MMI-200 is the overarching overhaul manual under which the items are to be repaired or overhauled, and released? Should any instructions from DMWR or GE manuals be required to take precedence over the NAVAIR, and can these areas be identified?

Response: NAVAIR Manual A1-T700A-MMI-200 that takes precedence as the USCG follows the same process as the Navy for the overhaul of T700-401C Engines, Modules, and Components. No instructions from DMWR are required to take precedence over NAVAIR manuals.

3. Please advise if there are defined BER threshold values, whether as a dollar value, or percentage of the acquisition cost, for each of the components requiring overhaul. Further, can the Government provide historical BER rates for these components?

Response: No, there are no defined BER threshold values or percentages. The Government will not provide historical BER rates, an authorized/approved maintenance, repair and overhaul facility can obtain this information from GE.
