USCG Base Charleston Trash Account Management/Payment Processing Solicitation # 70Z036-26-Q-TRASH085

Questions and Answers

Published: June 11th 2026

Question 1. Will the contractor be responsible for solely processing the trash accounts services payments alone or will the contractor be managing the complete invoice/payment process, entering invoices, receiving approval and processing payment for the trash collection service accounts?

Answer: The contractor’s primary responsibility will be to process and pay the trash collection service invoices on our behalf. We (USCG) will not pay the trash service provider directly; instead, we will pay the contractor, who will then make the payments to the trash service provider. The contractor may also be responsible for managing the full invoice process, including receiving, entering, and obtaining approval for invoices, depending on the contract terms.

Question 2. Will the contractor be paying for the services with reimbursement to be included in the quoted management fee paid in arrears?

Answer: Yes, the contractor will pay the trash collection service provider up front. We will then reimburse the contractor for these payments, typically as part of their management fee, which is paid after the service period (in arrears).
