About this file

This document is a Questions and Answers (Q&A) clarification for Solicitation 70Z036-26Q-BASEVSS, a U.S. Coast Guard rental requirement for three mobile Video Surveillance System (VSS) units to be deployed at a consolidated facility in North Charleston, South Carolina.

The Government seeks solar-powered, mobile VSS units with self-contained capability for remote video access by authorized personnel. Alternate portable configurations beyond trailer-style platforms are acceptable provided they meet technical, environmental, power, camera, and mobility requirements. Equipment must include fixed multi-lens/360-degree cameras (PTZ, speaker, and strobe capabilities are not recommended without active monitoring); all cameras must be NDAA-compliant from manufacturers such as Axis, Avigilon, or Bosch and not made in China. The system requires continuous recording, 30-day video retention with remote accessibility, AES-256 encryption, and encrypted wireless/cellular architecture to satisfy requirements. An eight-hour UPS backup is required to ensure footage accessibility after power loss. The rental period commences immediately upon award with potential option years extending into 2029, contingent on construction progress; option year pricing will be determined on a fiscal-year and as-needed basis. Offerors must submit total pricing on the SF-1449 form with a detailed cost breakdown provided separately in company proposals. The controlling NAICS code is 334310, with Wage Determination 2015-4427 applicable. Evaluation will follow Lowest Price Technically Acceptable (LPTA) criteria. Demolition, lead-dust removal training, and open-architecture/non-proprietary requirements stated in the SOW are not applicable to this project.

Solicitation 70Z036-26Q-BASEVSS – Q&A

1. Does the Government require each of the three mobile VSS units to be a towable trailer-style platform, or may offerors propose other freestanding, portable solar-powered configurations, such as a compact mast system, provided the proposed equipment satisfies all technical, environmental, power, camera and mobility requirements in the SOW? Alternate platforms will be considered, but need to be mobile.

2. Please confirm whether a solar-powered, cellular IP surveillance trailer using encrypted cloud/edge video management may be proposed as an approved equivalent, provided it meets the required retention, remote-access, NDAA and AES-256 standards. Does the Government require a physical on-site server and structured cabling between system components, or will an encrypted wireless/cellular architecture satisfy the requirement? Please also confirm the rental period, anticipated deployment date and whether monitored video response may be included as part of the proposed solution.

An alternate will be considered if security standards are met. Encrypted wireless/cellular architecture will satisfy the requirement. Rental period would start immediately with the potential for option years into 2029.

Depends on construction progress. Monitored video response is not required but will be considered.

3. What is the required base rental period? The SOW states performance is from award through the end of FY26 “with potential for option,” while the clauses allow extensions up to five years, but no specific base or option periods are listed. Option years will be based on construction progress.

Potentially into 2029.

4. Should offerors provide separately priced option periods? If so, please identify the number and duration of each option. Option years will be based on the fiscal year and as needed basis.

5. Is the requirement limited to three self-contained mobile solar VSS units, or must the contractor also install a separate on-site server/storage appliance, viewing station, structured cabling, wired network, Wi-Fi access points, and

UPS as described in SOW Section 5.1? Surveillance footage needs to be able to be reviewed remotely. The units must be self-contained.

6. For the eight-hour UPS requirement, does this apply to each mobile VSS unit, to a separate on-site server/viewing station, or to all system components? The UPS requirement is to ensure footage up to eight hrs after power is lost is accessible.

7. How many cameras and what camera types are required on each mobile unit? Please identify any minimum requirements for fixed, PTZ, thermal, license-plate recognition, analytics, speaker/strobe, or other capabilities.

Fixed Multi lense/360 will suffice. Without an active monitor, PTZ/speaker/strobe not recommended. Will consider all other capabilities, i.e. analytics.

8. Does “Bosch VSS equipment or approved equivalent” apply to the cameras mounted on the mobile units, the VMS, or both? If equivalents are acceptable, what technical criteria will be used to establish equivalency?

Cameras have to be NDAA compliant. Axis, Avigilon, Bosch, etc. Not made in China

9. Please clarify the meaning of “Open Architecture / non-proprietary” for this rental requirement. Must the Coast Guard be able to use third-party ONVIF cameras, export video in standard formats, and access the system without vendor-specific licensing after the rental ends? Please disregard this verbiage. Not applicable to this project.

10. Is continuous recording required at exactly 12 frames per second or at a minimum of 12 frames per second? Please also confirm the required resolution and whether the 30-day retention requirement applies to every camera at that resolution and frame rate.

11. Is contractor-provided 24/7 remote monitoring required, optional, or outside the scope? The SOW requires remote viewing for authorized users but does not specify third-party monitoring or dispatch. Remote viewing will be limited to authorized personnel like myself. Contractor remote viewing is outside this scope, but a scalable option may be considered in the future.

12. Are cellular connections permitted for the standalone network, and are there any required carriers, coverage standards, static-IP requirements, VPN requirements, or Coast Guard cybersecurity approvals?

13. Please confirm whether the units must remain operational in hurricane-force winds. If so, what minimum wind rating is required while deployed, and may units be lowered, secured, or temporarily relocated under an approved severe-weather procedure? In the event of inclement weather, efforts will be made to lower the masts to reduce the effects of wind on the units.

14. The SOW references removal of previously installed equipment, although it also states there is currently no VSS at the consolidated facility. Is any demolition or removal actually required? Please disregard this verbiage.

Not applicable to this project.

15. The SOW requires training on “new locking mechanisms.” Is this language applicable to the VSS requirement, and if so, what locking mechanisms are included? Please disregard this verbiage. Not applicable to this project.

16. The Provisions and Clauses attachment includes evaluation language for lead-dust removal and cleaning services, including CSP, CIH, and

HAZWOPER qualifications. Please confirm that this language is inapplicable and that evaluation will be based on the VSS LPTA criteria stated in the SF-1449 and SAM.gov notice. - LPTA criteria

17. The SAM.gov notice references Wage Determination 2015-4491, while the

SF-1449 and attached wage determination identify 2015-4427. Please confirm the applicable wage determination. - 2015-4427

18. The SF-1449 lists NAICS 441227 with an $11.5 million size standard, while the SAM.gov notice lists NAICS 334310 and the clause attachment references a 1,000-employee size standard. Please confirm the controlling

NAICS code and size standard. – USE NAICS 334310

19. The SOW lists 1050 Register Street, Charleston, SC 29405; the SAM.gov notice lists North Charleston, SC 29401; and the contracting-office information lists North Charleston, SC 29405. Please confirm the correct place-of-performance city and ZIP code for delivery and pricing. – Correct address is North Charleston

20. Are detailed labor and material costs required only as a price breakdown supporting the single firm-fixed-price CLIN, or should the SF-1449 include separate sub-CLINs for equipment rental, mobilization, installation, network/storage, training, and maintenance? – Put the whole price in the SF-

1449 and in a separate company proposal/quote put a breakdownThank you for your assistance. We want to provide a complete, technically compliant quote that accurately reflects the Coast Guard’s intended scope.
