About this file
This is a Questions and Answers document posted on August 19, 2026, clarifying technical specifications and requirements for USCG Air Station Savannah's generator and automatic transfer switch replacement project.
The replacement diesel generator must be a narrow skid unit rated for 480 volts, 3-phase, 60 Hz, with 4-wire configuration and 150-amp capacity, sized to fit within a 40" x 90" platform footprint in an existing mechanical room with no special enclosure requirements. The automatic transfer switch must be a 4-wire, 3-phase, 480-volt unit with a 3-pole main breaker and open transition type. All work must be completed by December 11, 2026. The contractor is responsible for disconnection, replacement, reconnection, startup, and testing, with work windows coordinated based on weekday availability—minimal crew on Mondays and Fridays, or full facility shutdown on other days as needed by coordinating with Paul or Billy. Load-bank testing requires a minimum 30-minute run during which all emergency circuits will be tested and witnessed by Billy, Paul, or LCDR Blaich, with acceptance and reporting to the Contracting Officer. The government will provide fuel for startup and load-bank testing, with the actual building load serving as the test load. Existing generator and automatic transfer switch nameplate data, photographs, one-line diagrams, and as-built drawings are attached to the solicitation documents.

Questions posted 8/19/2026
1. Could the Government please provide the complete technical specifications for the required replacement narrow skid diesel generator, including the required electrical characteristics (voltage, phase, frequency), dimensions, fuel type, enclosure requirements, and any other applicable performance or compatibility requirements?
Open Transition ATS, with 480 volts, 3 phase and 150 Amps. It is a Diesel generator and it is inside of a mechanical room. So no enclosure requirements. For dimensions see #6 below. 4 wire 3 phase 480 volts @ 60 Htz
1. Could the Government please provide the complete technical specifications for the required 150-Amp, 480V Automatic Transfer Switch (ATS), including the number of poles, enclosure rating, transition type, and any other applicable requirements?
4 Wire 3 phase and 3 pole mail breaker.
1. What is the required delivery and final completion timeframe following award?
Work to be completed 12/11/2026
1. Are existing generator and automatic transfer switch nameplate data, photographs, one-line diagrams, or as-built drawings available for review?
Attached to solicitation
1. Please confirm the required electrical output of the replacement generator, including voltage, phase, frequency, breaker rating, and grounding configuration.

1. The SOW requires a “narrow skid” generator. Is there a maximum allowable footprint, height, weight, or equipment-clearance limitation for the replacement unit?
The Phrase “Narrow Skid” is in meaning that the one there is and a large skid would not sit in the required space that the current one is sitting at. The platform is 40” x 90”. If your replacement generator is wider than this a new pad would have to be made in the old ones place.
1. Please confirm the required ATS configuration, including number of poles, transition type, enclosure rating, and any required communication or control interfaces.
Answered on solicitation
1. What outage duration and work window will be permitted for disconnection, replacement, reconnection, startup, and testing? Is temporary emergency power required during the outage?
Depending on the day ie: if on a Monday or Friday these will be minimal crew, any other time coordinate with Paul or Billy to have the hangar shut down for the length of time needed.
1. Please confirm the required full load-bank test duration, loading sequence, acceptance criteria, Government-witness requirements, and whether a written test report must be submitted.
Start and run for minimum of 30 min. during which time all emergency circuits will be tested. This will be witnessed by Billy, Paul or LCDR Blaich and will be accepted by them also and information passed on to the KO.
1. Will the contractor be responsible for providing all fuel required for startup and load-bank testing?
Fuel will be provided and load will be the actual load of the building.
