About this file

This is a Questions and Answers document posted on August 13, 2026, for the US Coast Guard Air Station Savannah Generator replacement solicitation (70Z036-26Q-AIRSTAGEN). The document provides government responses to contractor inquiries regarding the removal and replacement of an emergency generator and automatic transfer switch at Building 830, Air Station Savannah, Georgia.

Key technical specifications confirmed include: 480 volts, 3-phase, 60 Hz power requirement with a 100-amp main breaker; a replacement diesel generator with minimum 60 kW capacity on a narrow skid; a 150-amp 480V automatic transfer switch; and concrete footing dimensions of 40 x 90 inches. The government clarified that no specific generator manufacturer is required (Kohler or approved equivalent acceptable), existing fuel tank and conductors shall be reused unless not serviceable or damaged, no bypass isolation is needed for the transfer switch, and NEMA 1 enclosure rating is required for the indoor clean space installation. Contractors are responsible for modifying or replacing the concrete pad and anchorage if necessary. Load bank testing must be conducted for a minimum of 30 minutes at full load with all emergency circuits tested, using fuel from the existing tank. No permits are required, government personnel will conduct inspections, no bid or performance bonds are required, Davis-Bacon wages do not apply (N/A), and all work must be completed no later than December 11, 2026. The government confirmed no power requirements exist for the hangar during changeover and no temporary power is necessary, and as-built engineering drawings are not available beyond building blueprints.

Text version

1. Please provide the existing generator manufacturer, model number, dimensions, weight, and nameplate information.

Picture Engine Data plate.

2. Please provide the existing automatic transfer switch manufacturer, model, amp rating, and short-circuit rating.

Picture ATS Data Plate

3. Are electrical one-line diagrams, panel schedules, as-built drawings, or photographs of the existing installation available?

See Pictures and no we do not have line drawings

4. Please confirm the required generator voltage, phase, frequency, wire configuration, and main breaker size.

480 volts, 60Htz, 3 Phase Main breaker size is 100amp, 3 Phase breaker… and I’m not sure what the question is about Wire configuration.

5. Is a Kohler generator required, or will an approved equal from another manufacturer be accepted? No, a Kohler is not required.

6. Please confirm the minimum required fuel tank capacity and runtime.

Fuel tank is not being replaced and if someone is asking, minimum run time for test would be approx. 30 mins.

7. Is the contractor responsible for modifying or replacing the existing concrete pad and anchorage if required? Yes

8. Are existing exhaust, ventilation ductwork, and fuel piping expected to be reused, or should bidders anticipate replacement where necessary? All shall be reused unless damaged by contractor and needs replacement.

9. Please provide the required load bank testing procedure, including duration and loading percentages.

Required test is to be no less than 30 minutes and a test of all emergency circuits during that test to make sure all is working as it should. Fuel for testing shall come from the existing fuel tank.

10. Will temporary power or a scheduled facility shutdown be required during the generator replacement? No

11. Are permits or inspections required, and if so, who is responsible for obtaining them?

No permits are required and inspection will be done by CG personnel.

12. Please confirm whether a bid bond and/or performance and payment bonds are required.

No

13. Please provide the applicable Davis-Bacon wage determination, if applicable.

N/A

14. What is the required contract completion period after Notice to Proceed?

Work to be completed NLT 12/11/2026

16. Are there any access, rigging, crane, forklift, or equipment size restrictions associated with the generator room or installation path?

Nothing for the path outside but the only thing that can be used for lifting and moving the existing gen and new one will have to fit however the contractor plans on removing the generator. Pictures of the air intake louvers and door have been provided. These are the only access points to the room.

16. Additionally, if available, we would appreciate any drawings, photographs, equipment schedules, or other supporting documents related to the existing installation.

None other than what has been provided.

1. Can the purchaser furnish as built engineering drawings.

No, Only thing we have would be the blueprint of the building that give little to info on the generator.

2. Can the purchaser furnish any photos of the existing generator and site conditions.

Done in pictures.

3. Can the purchaser provide the make, model and serial number of the existing generator Done in pictures.

4. Can the purchaser please confirm if the existing power is 277/480 VAC single or three phase. Yes, confirmed that it is 480 3 Phase.

5. The SOW does not state if the existing conductors are required to be replaced and or reused. All existing conductors should be reused unless not serviceable.

6. Period of performance. The solicitation does not state a required completion date or period of performance. If the requirement includes furnishing a new generator set, the equipment is made to order and carries a significant manufacturing lead time. Request the Government establish a period of performance that accounts for equipment lead time, and confirm whether the delivery schedule may be proposed by the offeror. All work must be completed no later than 12/11/2026

7. Equipment basis of design. SOW 1.5 specifies a replacement narrow skid diesel generator, Kohler 60kW or industry standard not smaller than 60kW. Request the Government confirm:

1. required phase, and frequency voltage,; (b) whether an enclosure, sub-base fuel tank, or specific emissions tier is required; (c) the maximum allowable skid dimensions for the installation location; (d) whether the existing fuel tank is to be reused; and (e) whether the 150-Amp 480V transfer switch requires bypass isolation or a specific enclosure rating.

0. required phase 3 Phase 480 volts and 60Htz. frequency voltage

0. Fuel Tank is outside of the Generator space and does not have a specific tier for emissions.

0. Concrete footing dimensions as they are 40 x 90 inches.

0. Existing Fuel tank will be reused.

0. No need for a bypass isolation and the enclosure would be NEMA 1 for inside clean space.

8. Outage and continuity of power. SOW 1.4 and 1.7 require that disruptions to normal operations be minimized. Request the Government identify the loads in Bldg 830 that must remain energized during changeover, the maximum permissible outage duration, and whether the Contractor is to furnish temporary power. There are no power requirements for the hangar other that to inform local contacts, ie. Billy or Paul so that they can have it passed around for the crew.

9. Load bank testing. SOW 1.1, 1.6, and 1.13 condition acceptance on a successful startup and full load bank test. Request the Government confirm the required test duration and load steps, whether a resistive load bank is acceptable, the available connection point, and which party furnishes fuel for testing. Required test is to be no less that 30 minutes and a test of all emergency circuits during that test to make sure all is working as it should. Fuel for testing shall come from the existing fuel tank.
