About this file

This is a Questions and Answers document for Solicitation #70Z03626Q0024 regarding Crane Operator, Rigger, and Forklift Train-the-Trainer Courses for USCG Base Charleston, published February 3, 2026.

The document clarifies three key aspects of the training requirement. First, the government will provide all equipment needed for practical training, including forklifts, a crane, and rigging equipment (slings and shackles), with contractors not responsible for supplying these items. Second, training must comply with ANSI B30.5 and OSHA 1926 Subpart CC standards because the base uses an all-terrain crane, regardless of the non-active construction environment. Third, the forklift train-the-trainer and rigger courses may be condensed to one day each in duration provided all required classroom and hands-on material is covered, offering contractors flexibility in course scheduling while maintaining content requirements.

Crane Operator, Rigger, and Forklift Train-the-Trainer Courses for USCG Base Charleston

Solicitation #70Z03626Q0024

Questions and Answers Published: February 3, 2026

Question 1: In reviewing the above solicitation #70Z03626Q0024-Crane Operator, Rigger, and Forklift Train-the-Trainer Courses – USCG Base Charleston, can you please clarify where it states the contractor shall provide equipment for practical. I see you are providing the Forklift and Crane but wanted confirmation the contractor was to provide all rigging equipment, accessories for Forklift and Crane?

Answer: We will use our equipment. We have forklifts, a crane, and rigging equipment (slings and shackles, which is the only rigging equipment needed for the course).

Question 2: We weren't sure of the exact work environment. If the work is not considered active construction, would training aligned with OSHA General Industry and ANSI B30.5- 2025 for safe operation be acceptable even if it’s not meant to meet OSHA 1926 Subpart CC? If General Industry applies that approach can simplify delivery and keep costs down but we are wanting to be sure we’re in line with what you’re looking for.

Answer: We are not in an active construction environment; however, the ANSI B30.5 and OSHA 1926 1400 CC training must be met because we use an all-terrain crane.

Question 3: For the forklift train-the-trainer and rigger courses, do those need to be two full days each or could they be one day if all required classroom and hands-on material is covered?

Answer: The forklift and rigger courses can be one day each in duration as long as all classroom and hands-on material is covered.
