About this file

This document is a Questions and Answers file for the HVAC Water Treatment Program for USCG Base Charleston, Solicitation #70Z03625Q0043, published on March 19th, 2025. The Q&A addresses four key vendor inquiries, including confirmation of an incumbent contract (70Z03624PCHAR0016), clarification on water testing chemicals, and resolution of a set-aside classification error on the SF-1449 form. The solicitation is now explicitly marked as unrestricted, with the RFQ deadline extended to 5PM EST on March 24th, 2025.

The key details reveal that the water treatment program requires testing of three specific chemicals, as identified in the incumbent contract's report. The government updated the Scope of Work to reflect these testing requirements and corrected the solicitation's set-aside status. Vendors are instructed to review the updated documents and adjust their quotes accordingly, with submission still to be made via email to Adam.S.Hitchcox@uscg.mil, maintaining the Lowest Price Technically Acceptable (LPTA) evaluation approach for this United States Coast Guard contract.

Questions and Answers

Published: March 19th, 2025

Question 1: Is this a brand-new contract or is there an incumbent performing these services and if not brand new, could you provide the current/previous contract number?

Answer: The incumbent contract number is 70Z03624PCHAR0016.

Question 2: Can you give a copy of the report of the exact testing of the water, or just what was all tested?

Answer: A print out of what chemicals are currently being tested on the incumbent contract has been added to the Scope of Work and the updated Scope of Work has been posted to the solicitation.’

Question 3: On the original SF-1449, the set aside box is checked for 100%, but none of the type of set aside boxes are checked. Can you clarify if this is a set aside?

Answer: The set aside box was accidentally checked, the solicitation information in the SAM.gov description specifies this is unrestricted. The SF-1449 has been updated with block 10 marked as “unrestricted” and the updated version has been posted.

Question 4: I do see the print out for the chemicals that the incumbent had tested for and it is only three, did the scope of work change because there is a more than three in the SOW or that is all they found relevant to test for at that time.

Answer: Only the three chemicals that are shown on the report from the incumbent are what need to be tested for. An updated SOW has been posted and the RFQ deadline has been extended to 5PM EST on March 24th, 2025 to allow time for vendors to update their quotes.
