The scope of work encompasses fire alarm system testing, sprinkler system inspection, clean agent suppression system testing, and fixed extinguishing system maintenance across ten buildings plus a guard shack and boathouse. Specific buildings and equipment include: Building 1 (46,396 sq ft, 5 stories plus basement); Building 2 (9,800 sq ft, 2 stories); Building 4 (60,000 sq ft, 4 stories); Building 5 (6,700 sq ft, 2 stories); Building 6 (20,000 sq ft, 3 stories); Building 7 (360,000 sq ft, 4 stories); Building 10 (11,000 sq ft, 1.5 stories); Building 12 (1,500 sq ft, 1 story); Building 14 (4,000 sq ft, 1 story); and Building 16 (boathouse with walkways and closets). The contract specifies Notifier/Honeywell NFS-640 fire alarm panels (two per building except Buildings 5, 14, and guard shack), six clean agent systems using HFC 125 agent type by Fike manufacturer, and fixed extinguishing systems in Building 14 HAZMAT (Pyro-Chem and ANSUL models) and Building 6 Galley (Kiddie fire systems WHDR-260 and WHDR-400M). Work must comply with NFPA 25 (2017), NFPA 72 (2016), and NFPA 2001 (2015) standards, use most current standards where applicable, and be performed by Seattle Fire Department-certified personnel. Compliance reporting must be submitted to the City of Seattle. The performance period is September 21 through October 22, 2026 (subject to change at award). Testing includes elevator recall and HVAC shutdown functions but excludes smoke detector sensitivity testing, battery replacement, dry pipe systems (demolished), fire pump testing, standpipes, and after-hours work. The Government will provide on-site fire watch during sprinkler impairments and parking for service vehicles, with escort coordination handled by the Contracting Officer's Technical Representative. Subcontractors may satisfy specialized experience requirements if a binding teaming agreement demonstrates active performance of fire protection work under the prime contractor.
