Questions and Answers- USCG Air Station Sacramento, 03/29/19

Q1: What are the hours of operations and days of the week allowed to perform repair work?

A1: WORK OUTSIDE REGULAR HOURS: Netting repair shall be conducted within normal business hours 0800-1600 M-F. However if a Contractor wishes to work non-standard hours to accomplish the job the USCG can provide a member on site to accommodate the contractors during the following off-hour periods: 1600-2200 M-F and/or 0800-1600 Saturday/Sunday. Working non-standard hours will be considered the contractors choice and no overtime or premium wage rates will be authorized by the contract.

Q2: Will the hangar be completely removed of aircraft and vacant while the repairs are to made?

A2: Unfortunately, USCG Air Station Sacramento is an active air field and Hangar based aircraft maintenance and repair will be ongoing during the Bird Netting Repair Project. The Hangar will be divided into sections and the contractor will be provided with a section clear of aircraft in which to do the repair.

Q3: What is the dollar range of the government's estimate for this project? Cost segments by FAR: Under $10,000. valued as a Purchase Order; Under $35,000. the Next range; and Under $125,000.

A3: This requirement is being solicited utilizing FAR 13 acquisition process and does not have an established pricing range but has been estimated to be less than the SAP threshold of $125k.

Q4: Approximately 17,000sqft of netting but the sqft of netting is much more then that to replace all netting in Hangar 1106.

A4: 17,000 sq feet of netting is based on the square footage of the Hanger and has been used to estimate the necessary quantity of netting. If your company feels that the installation could be completed with less netting please notate that in your quote-this is a PWS and you do not have to quote 17,000 square feet if you feel the requirement can be met by less.

Q5: It says NO HOG RING Hardware and to Stitched. There is NO WAY to Stitch the netting to the cable with out using a pneumatic hog ring gun to attach the netting to the cable while pulling it tight. Can you please verify that we can use this tool to proceed with this project?

A5: The application of “pneumatic hog ring gun to attach the netting to the cable” is approved.
