About this file

This file contains Request for Information (RFI) responses dated September 14, 2026, for USCG Station Lorain Security System with CCTV Project (Solicitation 70Z03026QCLEV0071). The responses clarify technical and operational requirements for a complete security system replacement at USCG Station Lorain, Ohio. The contractor must provide a new standalone system including CCTV surveillance, intrusion detection, access control, and gate operations. CCTV specifications require 4K UHD resolution at 15-30 FPS using H.265 codec with 30 days continuous full-resolution storage, true wide-dynamic-range (≥120 dB), and capability for license plate recognition with near 100% accuracy at 20 mph during day and night conditions. The system must support multiple camera types (LPR, driver identification, fixed perimeter, and PTZ), and remote viewing access from other USCG facilities, web browsers, mobile devices, and external locations with contractor-provided authentication security measures.

Access control must utilize Common Access Card (CAC) readers with strict FIPS 201 compliance and electronic PIV/PIV-I certificate authentication, with the Government providing network connectivity to validation services. The intrusion detection system must cover 15 exterior doors and 23 windows with alarm transmission to USCG Command Center and monitoring stations, utilizing no reused existing infrastructure. All existing gate components, physical access-control equipment, and IDS infrastructure must be replaced entirely. The contract is valued between $25,000-$100,000, applicable under NAICS 561621 with a $25.0M small business size standard. The offer submission deadline was extended to September 18, 2026, at 1600 EST, requiring signatures on SF30 amendments for offers to be considered valid. Site visits are encouraged, with the Contracting Officer's Representative available at Jeremy.L.Jarrett@uscg.mil or (206) 815-2854.

REQUEST FOR QUOTATION 70Z03026QCLEV0071, USCG STA LORAIN SECURITY SYSTEM WITH CCTV PROJECT, USCG STATION LORAIN, OH 44052.

A00002 RFI Responses Dated 9/14/2026

Question: Is the contractor expected to integrate with any existing equipment, or may the contractor propose a completely new system?

Answer: New system.

Question: The SOW permits an “NVR or equivalent system.” Please confirm that an open-platform video-management and recording appliance meeting or exceeding the stated performance requirements is acceptable.

Answer: Open platform is acceptable if it follows federal requirements and the USCG can reject proposed software until one is agreed on.

Question: Does the requirement for “facial identification of drivers in vehicles cabins” means video quality sufficient for visual identification by an operator, or does the Government require automated facial recognition of biometric matching?

Answer: Quality sufficient for visual identification by an operator.

Question: Please confirm whether license-plate recognition must automatically detect, read, store, and search plate information, or whether the requirement is limited to capturing video in which a license plate is readable.

Answer: It should be able to detect, read and store the plate info. Searching is not required.

Question: Is there a required minimum accuracy rate for license-plate recognition at 20 mph? If so, please provide the required accuracy, approach angle, operating distance, lane width, day/night conditions, and acceptance-testing procedure.

Answer: Both day and night. As close to 100% accuracy at 20 mph as possible at approach to the gate and immediate area around fence line facing drivable surface. Testing procedures should be IAW industry standards.

Question: May the contractor use purpose-built cameras for different applications, including a dedicated LPR camera, a driver identification overview camera, fixed perimeter cameras, and PTZ cameras where operationally appropriate?

Answer: Yes

Question: Please provide the required resolution, frame rate, codec, bitrate, and image-quality settings that must be used when calculating 30 days of continuous full-resolution storage.

Answer: Resolution: 4K UHD, Frame rate: 15-30 FPS, Codec: H.265 (HEVC), Bitrate: Capped VBR (variable) or CBR (constant), GOP/I-Frame Interval: 1x Frame Rate (1-second), Image Quality/Sensor Settings: Tru WDR (great or equal to 120 dB), low-nose DNR, Smart IR

Question: May the contractor use H.265 compression, variable bitrate, and camera side processing while continuously recording, provided the required image quality and 30-day retention period are maintained?

Answer: Yes, the contractor may utilize H.265 compression, Variable Bitrate (VBR), and camera-side edge processing for continuous recording, provided specific engineering controls (such as maximum bitrate caps, fixed I-frame intervals, and true continuous storage allocation) are enforced to ensure evidentiary quality and full 30-day retention.

Question: Will the CCTV and security systems operate on an existing USCG/DHS network, a new contractor-provided standalone network, or a completely air-gapped network?

Answer: Standalone

Question: Does the remote-viewing requirement apply only to workstations located at Station Lorain, or must the system support access from other USCG facilities, web browsers, mobile devices, or locations outside the facility?

Answer: Yes, the system support access from other USCG facilities, web browsers, mobile devices, or locations outside the facility.

Question: If access from outside Station Lorain is required, will the Government provide the approved network connection, firewall configuration, VPN, user authentication, cybersecurity requirements, and Authority to Operate guidance?

Answer: The software provided by the contractor should have authentication options to provide security.

Question: Pleas identify the existing physical access-control system, software, controller manufacturer, credential-management system, and gate operator with which the new entry equipment must integrate.

Answer: The contract is to replace existing equipment, it will integrate.

Question: Must the proposed CAC readers comply with FIPS 201 and electronically authenticate PIV certificates, or is presentation of a CAC combined with entry of a locally managed PIN sufficient?

Answer: Yes, the proposed Common Access Card (CAC) readers must strictly comply with FIPS 201 and electronically authenticate the on-card PIV/PIV-I certificates. Presenting a CAC and entering a locally managed (PACS-stored) PIN is non-compliant and insufficient for secure government/defense facility access control.

Question: If certificate-based CAC authentication is required, will the Government provide connectivity to an existing USCG identity-management or credential-validation service?

Answer: Yes, for certificate-based CAC authentication, the Government (USCG / DoW) typically provides the network path and enterprise validation services (such as OCSP responders and CRL distribution points) or enterprise identity sync. However, the exact demarcation of responsibility depends on the facility tier, accreditation boundary, and system architecture.

Question: Please clarify the intended operation of the interior CAC/PIN reader. Must personnel use two-factor authentication to exit, or is the interior device intended only to control authorized vehicle egress?

Answer: The interior device intended only to control authorized vehicle egress.

Question: Does the gate currently have an electric operator, control panel, safety loops, obstruction sensors, intercom, emergency-release equipment, and vehicle-detection devices? If so, which components may be reused?

Answer: All current components need to be replaced.

Question: Please provide the total number and locations of exterior doors and windows requiring intrusion-detection coverage.

Answer: Front of main building: 6 doors and 3 windows. Garage: 4 doors and 6 windows. Back of main building: 2 doors and 6 windows. Back of main building: 2 windows. Total doors: 15. Total windows: 23.

Question: Please identify any existing IDS control panel, monitoring service, sensors, wiring, alarm communicator, or infrastructure that must be integrated with or may be reused.

Answer: Nothing should be reused or integrated

Question: Is the IDS required to report alarms only to a local security workstation, or must alarms also be transmitted to a USCG command center, monitoring station?

Answer: Alarms should be transmitted to USCG Command Center and monitoring station.
