About this file
This is a Questions and Answers document (Release 1) for Solicitation 70Z03026QCLEV0047, issued by the U.S. Coast Guard for the replacement of a vehicle security gate at USCG Sector Northern Great Lakes in Sault Sainte Marie, Michigan. The document clarifies four key points: the correct solicitation number to reference in all submissions is 70Z03026QCLEV0047; the definitive period of performance is 90 calendar days from the date of award (not from Notice to Proceed); contractors must field-verify all structural dimensions and measurements prior to fabrication, as the SOW-provided dimensions of 38 feet in length and 6 feet 8 inches in height are estimated only; and the existing gate operator system is functional and anticipated to work with the new gate panel, though the base option requires contractors to price the removal of the old gate, installation of a new gate with an electrical controller system, photo eye beam detectors for safety, a linear loop detector for automatic opening, and integration with existing call boxes and wired control devices.
The procurement is estimated between $25,000 and $100,000 and is applicable to NAICS code 238290 (Other Building Equipment Contractors) with a small business size standard of $22.0 million. Site visits are highly encouraged, and the project point of contact is David M. Jones. The Questions and Answers document was issued as part of Amendment 00001, which also extended the quote due date and added required federal forms.

Questions and Answers Solicitation 70Z03026QCLEV0047 Release One (06/23/2026)
| Q1: | The solicitation number is listed as 70Z03026PCLEV0047 in section D-1, Section G-1, and Section G-3, but appears as 70Z03026QCLEV0047 on SF 1442, the RFI Sheet, and the Reference Sheet. Please Clarify the correct solicitation number to be referenced on all submission materials. |
| A1: | The correct solicitation number is 70Z03026QCLEV0047. Offerors shall reference 70Z03026QCLEV0047 on all correspondence, submittals, emails, invoices, and submission materials. |
| Q2: | Section F-1 requires the contractor to “complete the entire contract within 60 calendar days after receipt of a Notice to Proceed”, which matches Block 11 of the SF1142. However, Section 4.1 of the Statement of Work (SOW) states, “There period of performance for this contract shall not exceed 90 Calendars days from the date of award”. Please clarify the definitive period of performance and whether the clock begins at award or at NTP? |
| A2: | The definitive period of performance is 90 calendar days. The period of performance begins from the date of award. |
| Q3: | SOW Section 1.2 (Design and Submittals) provides “estimated dimensions of 38 feet in length and six feet eight inches in height” for the new gate panel. Is the successful contractor required to field-verify all exact structural dimensions prior to fabrication, or should the design drawings strictly match these estimated parameters? |
| A3: | All dimensions in SOW are estimated/approximate. The contractor shall field-verify all measurements and exact structural dimensions prior to fabrication. |
| Q4: | The SOW Base Option states that the contractor must "connect and adjust the new gate to the existing gate operator system" , but notes elsewhere that the failing gate configuration has caused "metal fatigue" and compromised operational stability. Can the Government confirm that the existing gate operator system is fully functional, balanced, and free of defects that would impede the connection of the new gate panel? |
| A4: | The existing gate opener is functioning, and the Government anticipates it will work with the new gate panel. Contractors shall provide pricing for Option One as part of their proposal, which includes removal of the old gate and installation of a new gate an electrical controller system for automation of the vehicle gate. This includes photo eye beam detectors for safety, a linear loop detector on the entry side to allow automatic opening for exiting vehicles if the pre-existing loop is not compatible with the new electrical system, and ensuring the new gate controller is compatible with and integrated into the existing call boxes and wired control devices. |
