About this file

This is a Questions and Answers document for Solicitation 70Z02926QNEWO012, addressing inquiries from potential offerors regarding the replacement of interior lighting with LED fixtures at United States Coast Guard Station Venice, LA.

The Q&A clarifies critical facility specifications and project parameters: ceiling heights vary across three buildings (Main Building and ANT Building at approximately 9 feet, Pump House at 10 feet, and a section of ANT Building at 15 feet), and all fixtures are safely accessible using standard ladders without requiring aerial equipment. The existing 13 six-inch recessed can lights require complete housing replacement rather than retrofit modules, while the existing 4-foot strip fixtures are surface-mounted and must be replaced fixture-for-fixture in their current locations. All lighting circuits operate on 120V. The Government specifies preference for fixtures matching existing specifications of approximately 50W at 5000K color temperature and requests bidders maintain the 5000K color standard. The project presents logistical challenges as contractors must work around permanent furniture and equipment installations, including desks, bunk beds, tables, and wardrobes located throughout both the Main Building and ANT Building, requiring temporary movement and replacement during installation activities. The Government indicated that the photographs provided in the Statement of Work represent the extent of available visual documentation for remote estimation purposes.

Questions and Answers - Solicitation 70Z02926QNEWO012

1. What are the approximate ceiling/fixture heights in the Main Building, ANT Building, and Pump House?

Main building and ANT Building are roughly 9ft ceilings, Pump house is roughly 10ft ceilings, and a section of the ANT Building is roughly 15ft.

2. Can all fixtures be safely accessed using standard ladders, or will a scissor lift or other aerial equipment be required anywhere?

All lights can be accessed by standard ladders.

3. Are the 2'×4' and 2'×2' fixtures standard lay-in fixtures in suspended ceiling grid?

Yes.

4. For the 13 existing 6" can lights, are these standard recessed cans where an LED retrofit module can be installed into the existing housing, or is the entire housing expected to be replaced?

Replace entire housing.

5. Are the existing 4' strip fixtures surface-mounted and being replaced fixture-for-fixture in the same locations?

They are surface mounted. Yes, replace in same location.

6. What voltage are the existing lighting circuits (120V, 277V, or a combination)?

All the lights are 120v.

7. Does the Government have any specific lumen output, wattage, color temperature, CRI, or fixture-style requirements beyond those stated in the SOW?

The lights we currently have are 50W 5000K throughout the main building. We would like something around that range for wattage and stick with the 5000K color.

8. Are there any known access restrictions, furniture/equipment obstructions, occupied sleeping areas, or other conditions that could significantly affect installation productivity?

Yes, there are desk, bunk beds, tables, and wardrobes that are throughout both buildings that the contractor will have to move and replace while working in those spaces.

9. If available, could you provide any additional photographs of the existing fixtures, ceiling areas, and typical rooms that would help us accurately estimate the project remotely?

The pictures of the lights in the SOW are all that I can provide. I won’t be able to provide any pictures of offices or berthing rooms.
