About this file

This document contains Questions and Answers related to a federal contract opportunity for 200 12" diameter, 50 ft Class 5, CCA treated wood piles for the U.S. Coast Guard. Key details include:

The request is for 12" diameter piles, but the ANSI dimension chart indicates a minimum diameter of 10.8" is required for a 50' Class 5 pile. The agency confirms a Class 3 pile would meet the 12" diameter requirement. Regarding preservative treatment, the Statement of Work requests a 2.5 pcf retention, but the respondent notes most treaters only go up to 1.25 pcf, with the standard being 0.6 pcf. The agency clarifies the 2.5 pcf retention is necessary for the marine environment, as 0.6 pcf and 1.5 pcf are used for utility poles not exposed to marine conditions. The agency states they will accept any pile that meets the specifications outlined in the Statement of Work, and will not limit the pile class.

The request is for 12” diameter but a class 5/50’ pile. I attached the ANSI dimension chart (it is showing circumference, but I converted it to diameter) and it says at 50’, the minimum diameter would be 10.8 in. To cover the 12” diameter, you would need a class 3. Please advise which class is desired. Also, the requested retention. In section 2.2, a 2.5 pcf is requested but most treaters only go up to about 1.25 pcf, if that. Can you confirm the 2.5 pcf is necessary, .60 pcf is the standard retention.

The piles should meet the SOW as outlined below.

SOW:

2.1.1 Pile Length Wood piles shall be furnished in the lengths specified for a particular delivery site for each order.

2.1.2 Pile Diameter and Circumference Unless indicated, piles shall have a minimum diameter of 12 in (38 in circumference) at 3 ft from the top end. Where indicated, piles shall have a minimum diameter of 6 in (19 in circumference) at 3 ft from the butt end. Pile top diameter shall correspond to the diameter of the butt end of the pile in accordance with ASTM D25.

2.2 PRESERVATIVE TREATMENT Treat piles by the full-cell pressure process in accordance with AWPA C1 and AWPA C3 for marine piling. Waterborne preservative CCA shall be used, with a minimum retention of 2.5 pcf.

The .6 PCF and 1.5 PCF for treatment is used for utility poles which are not exposed to a marine environment, we need the 2.5 PCF or the piles won’t last very long once in place. For a response to the company, I think the simplest replay is we require a pile that meets these specs, they can propose any pile if it meets these specs. I don’t think we should limit the class.
