About this file

This is a Questions and Answers document clarifying requirements for a federal contract opportunity involving concrete grinding work at a Coast Guard facility.

The document addresses six key areas of contractor compliance. For dust control and containment, plastic sheeting taped over doorways is acceptable to contain respirable crystalline silica dust generated by concrete grinding operations to the work area. Confined space entry permits, hot work chits, and dig chits are not required for the specific spaces involved in this project. The contractor's general safety program (not job-specific) must be reviewed by the Base Safety Officer prior to work commencement. Similarly, the contractor's general environmental management and pollution prevention program must be submitted to Environmental Protection Specialist Larry Fisher (757-751-7383 or larry.s.fisher@uscg.mil) and must comply with ICSPORTSVA INSTM5090.2, the Unit Environmental Guide, with focus on preventing contaminants from entering waterways or drains. For vehicle identification, magnetic logos are sufficient for marking contractor-provided vehicles and towed trailers, provided the vehicles are clearly marked and maintain valid state license plates and safety inspection stickers. Pages 5-7 of the Statement of Work are intentionally blank.

1. Question: Dust Control & Containment: Concrete grinding generates significant respirable crystalline silica dust. The contractor must utilize HEPA-filtered dust collection systems (shrouded grinders) and implement containment barriers to prevent dust from escaping into adjacent facility spaces or marine electronics.

What is their definition of containment barriers? Can they tape plastic sheeting in the doorway to stop some dust? There is no way or guarantee of uncontaminated dust free grinding.

Answer Plastic sheeting can be taped over the doorways to contain the dust, to the work area.

2. Question: Confined Space Entry Permits, Hot Work Chits, and Dig Chits. Confined space clearance must be conducted by a certified marine chemist and permit required spaces will have a copy of the permit posted on site during work. Hot work will only be conducted with permission and a fire watch must be posted during work. Are any of these required for the space we will be in?

Answer: None of these will be required for the spaces.

3. Question: Pages 5-7 of SOW are blank. Is that correct?

Answer: Yes.

4. Question: Each contractor provided vehicle or towed trailer shall show the contractor’s name so that it is clearly visible on the vehicle. A valid state license plate and safety inspection sticker is required. All vehicles operated on government property shall be maintained in a good state of repair. Are magnets for the logo sufficient or are they required to be permanent stickers?

Answer: Magnets for the logos will be sufficient just as long at the vehicles are marked.

5. Question: Contractor written safety programs shall be reviewed by the Base Safety Officer prior to starting work. Specific to the job or general safety program?

Answer: Your general safety program

6. Question: Contractor written environmental management and pollution prevention programs shall be reviewed by the Environmental Protection Specialist, Larry Fisher 757-751-7383 or larry.s.fisher@uscg.mil prior to starting work and must be in accordance with ICSPORTSVA INSTM5090.2, the Unit Environmental Guide.

Specific to the job or general program? Where can I find a copy of the guide?

Answer: General program i.e. what is done to prevent possibility of any contaminants from entering the waterways, or drains.
