About this file
This is a Questions and Answers document (Amendment 0001 Attachment Page) for a federal contract opportunity involving chiller system overhaul services.
The requirement concerns a 60-ton air-cooled liquid chiller replacement and associated services, classified as a service requirement rather than a manufacturing requirement under NAICS 333415. The Nonmanufacturer Rule does not apply to this solicitation. Contractors may propose equivalent or superior replacement units from manufacturers other than Carrier, provided the equipment meets all Statement of Work (SOW) minimum requirements including technical, dimensional, electrical, controls, performance, and warranty specifications. A site visit scheduled for July 28 is strongly encouraged but not mandatory for technical acceptability. Contractors must complete all work within a mandatory 90-working-day performance period, which includes equipment ordering, delivery, installation, and final acceptance with no extensions permitted for manufacturing lead times. The current chiller system uses Siemens automation support services. Contractors may establish crane operations on either the north or south side of the chiller location. Quotations must follow FAR 52.212-1 instructions and include the SF 1449 package and technical approach documentation. The solicitation is for a Coast Guard contract, though no specific award date or pricing terms are identified in this questions and answers document.

5. QUESTION: Please confirm whether the 90-working-day performance period includes equipment manufacturing lead time and whether substitutions caused by documented market lead times may be considered before award.

6. QUESTION: What automation system is used for the current chiller system?
