About this file
This document is a Request for Information (RFI) Amendment 2 for the United States Coast Guard (USCG) Case Management Systems Modernization project. The RFI seeks additional market research from industry vendors regarding a comprehensive case management system that will support USCG's critical operational functions including search and rescue, law enforcement, security, marine safety, navigation, and disaster response across inland, coastal, and offshore zones.
The RFI includes key technical details about user environment access, specifically noting that the IL2 environment will have unlimited user access, while the IL4/5 environment will support 20,000 to 30,000 users. The document clarifies that the system will replace 10 legacy systems, with USAIMS (United States Automated Information Management System) being the primary replacement platform. The RFI also describes a unique use case involving public "crowd sourcing" of initial information that would be subsequently verified by authorized users in the IL4 environment, such as reporting details about derelict or deserted vessels.

RFI Notice # 70Z02325R93360001 USCG Case Management Systems Modernization
NOTE to Industry: As indicated, the government intends to conduct additional market research beyond this RFI.
RFI Question/Clarification
USCG Response
Please provide an estimated breakout of the number of users that will have access to the IL2 environment and the number of users that will have access to the IL4/5 environment.
IL2 = unlimited.
IL4/5 = 20K to 30K.
It appears there is a 4,000 character limit per response in the web form, though that seems quite excessive for the government to review. Can the Government please state the limit?
The 4,000 character limit is the max for each question via the MS Form. This count was included as an extreme limit. Brevity is appreciated.
Regarding the (10) Legacy Systems, can you please confirm if (USAIMS) (USAIMS/BRIX) are considered two applications or one, since there were 9 bulleted line items/applications listed in the RFI.
BRIX is no longer used, its replacement is USAIMS.
Do you have a user count breakdown for (IL4) USCG Users vs (IL2) S/L, Fed Users - limited access?
IL4 = 20K to 30K.
IL2 = unlimited. The use case is public/state “crowd sourcing” of initial information that would be verified by authorized users in the IL4 environment (for example: date, location, pictures and critical information of a derelict/deserted vessel).
