About this file

This document is a Questions and Responses (Q&R) file for the U.S. Coast Guard's Response Boat - Small - Demonstrator solicitation (Solicitation Number: 70Z02325R93250003). The file contains five key questions and responses addressing technical specifications and contract details, including clarifications on boat height limitations, seat configuration, delivery timelines, and support requirements. The Coast Guard provides specific guidance on issues such as shock-mitigating seat configurations, trailer height restrictions, and operational expectations.

Key details include a projected contract award in the first week of January 2026, with a 90-day delivery requirement after contract award. The demonstrator boat project involves a three-month operational period targeting 200 operational hours per boat, with non-warranty technical support to be provided in Norfolk. The solicitation involves additional performance specifications, such as accommodating six extra passengers (220 lbs each), two weapons, and four ammunition containers, with precise requirements for full-load weight conditions and operational parameters.

Q&Rs

Questions No.ReferenceQuestionsResponse
1Att_1-3.7Requirements 3.7 seems to conflict.with a max height on trailer of 10 feet 6 inches to cabin top and 11 feet 6 inches to the highest fixed point while on trailer. If the highest fixed point is the cabin top, can it be 11 feet 6 inches? The highest fixed point when the boat is on the trailer cannot exceed 11 feet 6 inches.
2Att_1-5.9Requirements 5.9 states four full-isolation shock-mitigating seats with footrests. Can the Coast Guard clarify the term full isolation? Does this mean that footrests are integral and move with the seats?Full-isolation shock mitigating seats means shock mitigating seats. The footrests do not have to be integrated with, or move with the seats.
3Att_1-1.4Requirements 1.4. states that delivery [is required] within 90 days of contract award. Can the Coast Guard provide an estimate of how long it will take to evaluate offers and award a contract? The evaluation and award timeline will be influenced by the number of proposals received and their content and quality. The notional schedule is for awards to be made the first week of Jan 2026.
4Att_1-40.1Requirements 40.1. requires non-warranty technical support, material, and labor for up to three months in Norfolk. This is significant labor effort. Can the Coast Guard provide approximate labor support needed and number of vessel operating hours in order to cost the materials needed for this work? The intent is for the builder to keep their boat fully operational (repairs or maintenance) for the duration of the demonstration (planned for 3 months).

200 operational hours per boat is the target for the demonstartion peroid.

5 5.9 and 6.8 5.9 does not list seating for the additional 6 passengers, but full-load weight indicates dedicated seating for the additional 6. Need clarification as to the requirment. 6.8 Revision

6.8 has an error—the additional people are not seated. The requirement is being revised to the following:

6.8 (R) Full-Load Weight Condition – Performance weight plus six additional people (220 lbs each, located in designated location(s)), two weapons (30 lbs each), and four ammunition/containers (20 lbs each).
