About this file
This document is a Requirements Document for a U.S. Coast Guard (USCG) Response Boat – Small (RB-S) Demonstrator. The primary objective is to procure one demonstrator boat with related services to support a three-month demonstration period. The boat must meet extensive technical specifications for maritime operations, including search and rescue, ports and waterways security, and drug/migrant interdiction missions.
Key requirements include a minimum top speed of 40 knots, operability in up to 6-foot seas, ability to carry 10 persons, and specific equipment such as two 4-stroke gasoline marine outboard engines, integrated communication systems, infrared camera, and navigation equipment. The contractor must deliver the boat within 90 days of contract award, provide comprehensive documentation, conduct extensive acceptance testing, offer two days of crew familiarization, and include a 12-month comprehensive warranty. The boat will be delivered to either Norfolk, VA or North Charleston, SC, with interim contractor logistics support provided during the demonstration period.

USCG Response Boat – Small (RB-S) Demonstrator Requirements Document
INTRO
• The primary requirement is the demonstrator boat be accepted in 90 days following award. The remaining requirements or attributes have flexibility. The closer a proposed boat is to the listed requirements and attributes, the more likely it will compete well for one of the four demonstrator boat contracts.
• The demonstrator boats will provide an opportunity to see if the requirements are achievable, and if some of the attributes are reasonable to include.
• Proposals that include features beyond what is listed in this document as requirements or attributes, that positively influence mission success to include crew endurance, will receive positive consideration to support verifying if the features or attributes actually contribute to mission success or crew endurance without unacceptably detracting from other requirements.
• The demonstrator boats are being purchased to explore the available designs and features that are achievable on a boat of this size, that would positively influence mission success.
• Elements in the requirements document are marked (R) Required, or (A) Attribute. A Required item must be fully met to be eligible for award. Proposals that include features or innovations beyond the minimum Required elements or Attributes will be rated more favorably, particularly if they convincingly enhance mission performance, reduce crew fatigue, or lower life-cycle costs.
1. SCOPE
1.1. Procure one Response Boat–Small (RB-S) Demonstrator, plus related services to support a demonstration period of three months.
1.2. The Contractor shall design, build, test, deliver, and provide all support necessary for U.S. Coast
Guard (USCG) acceptance.
