STATEMENT OF WORK (SOW)
LONG RANGE COMMAND AND CONTROL AIRCRAFT
LEASE
1. General Information.
1.1. Title of Project: Lease of a Long-Range Command and Control Aircraft (LRCCA)
1.2. Scope of Work: The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW). The contractor shall provide a Gulfstream G-550 aircraft configured to serve as a Command and Control (C2) aircraft to meet Department of Homeland Security (DHS) and United States Coast Guard (USCG) requirements. The primary location of the aircraft will be U.S. Coast Guard Air Station Washington (ASW), located at Ronald Reagan Washington National Airport (DCA).
1.3. Background: The primary mission for ASW is the rapid, safe, and efficient transportation of passengers around the globe. The lease aircraft shall be minimally configured to provide global dual-band connectivity to facilitate unrestricted communication capabilities that provide the flexibility to maintain awareness of emergent situations, enable operational tasking, and perform normal duties while airborne. DHS is the primary user of the LRCCA aircraft and requires safe and reliable deployment with communication capabilities adherent to the policies of the United States of America. The USCG is required to safely and reliably deploy to destinations throughout the world to manage missions mandated by U.S. Statute including Maritime Security, Enforcement of Laws and Treaties, Maritime Safety, Protection of Natural Resources, Maritime Mobility, and National Defense. This transport will be used to respond to national and international emergencies in which DHS and USCG resources are needed, including environmental disaster relief operations (hurricane, flood, earthquake), marine environmental responses, major search and rescue operations, mass migrant interdictions, etc. Therefore, the use of this transport may incur greater wear and tear during the lease period than would be incurred via normal corporate operations, as it may be required to fly up to 50 hours per month.
