About this file
This document is a Questions and Answers (Q&A) file for a U.S. Coast Guard solicitation (RFP No. 70Z02325R9310000) for leasing a Long-Range Command and Control Aircraft (LRCCA). Key clarifications include: CPARS documentation will not count against the 25-page proposal limit, the J2 pricing attachment will be updated with a corrected formula, and the Coast Guard requires a G-550 aircraft that can be operated by Coast Guard pilots with a crew of at least 4 (2 pilots, a Flight Engineer, and a Flight Attendant). The Coast Guard specifically noted they will operate the aircraft due to security requirements of their passengers.
Additional noteworthy details include strict submission timelines - the oral presentation request must be delivered by 0800 EST on May 1, 2025, with electronic document submission due by 0800 EST on May 2, 2025. Optional training course pricing will be added post-award, and this is not a small business set-aside opportunity. The solicitation involves leasing a Gulfstream G-550 aircraft that is flyable under the Gulfstream G-V aircraft pilot type rating designation, with the Statement of Work (SOW) updated to provide additional clarification.

Section /Page
Questions/Request for Clarifications Answers
Document: RFP Section: L.4 Volume I Page: 38
The last paragraph states: “Past Performance information is limited to 5 pages of proposal narrative per reference (total maximum of 25 pages).”
Question:
Will the USCG exclude any CPARS or PPQs from this page limit?
These are in pre-established Government formats, and many exceed the 5 page limit.
Only CPARS will be accepted and will not be included in the page count.
Document: J-2+Pricing Cell: F15
Question:
The formula does not result in an accurate total for 12 months. This should be corrected to reflect “F7+F13” which I can change if permitted. Reference RFP L.3 “…with no changes made to the spreadsheet formulas.”
No rounding is used so the total may not cross foot – is that acceptable in light of RFP L.3 language on page 38 stating “The price proposal must be mathematically correct …”?
The J2 attachment will be updated with the correct formula. The price proposal must be mathematically correct.
Document: RFP Section: L.4 Response Date Page: 38
The first paragraph states: “The request for an oral presentation must be delivered no later than 0800 EST, May 1, 2025. The electronic document submission must be delivered no later than 0800 EST, May 2, 2025.”
Question:
Is it acceptable to deliver the presentation slides with all document submission NLT 0800 EST, May 2 to facilitation consistency of all material submitted? If so RFP L.2 Submission Requirements on page 36 needs to strike the” presentation slides” and “any supplementary documents”.
No. Request for oral presentation must be requested NLT 0800 EST, May 1, 2025. Submission requirements remain the same.

Document: RFP Section: L.3 Page: 37
The table at the top of the page reflects a “Page Limitation” of “5 (max.) page for Volume I.
Question:
This appears to conflicts with language on page 38 and should be revised to reflect 25 max. pages.
RFP will be updated to reflect the 5-page maximum.
Document: SOW Section: 2.6.3 Page: 7
Question:
When are we required to provide the prices for these optional training courses? The pricing sheet does not include them as options.
Therefore, we are anticipating that the price of these courses will be added post award.
The price for these courses will be added post award.
Document: SOW Section: 2.2.1 Page: 1
Aircraft requirements include “a G-550 aircraft for lease that is flyable by Coast Guard pilots and aircrew under the Gulfstream G-V aircraft pilot type rating designation.”
Question:
Does the USCG plan to operate the aircraft while it is under a lease?
If so, please explain in what circumstances the USCG would operate the aircraft versus the contractor provided crew.
Yes, the USCG plans to operate the lease aircraft with a crew of at least 4 (2 pilots, Flight Engineer, and Flight Attendant). Due to security requirements of our passengers, the CG will be flying the G550 due to their background security clearances.
The SOW has been updated for clarification and the RFP amended.
