About this file
This is a Questions and Answers document containing 30 questions and responses regarding the U.S. Coast Guard's solicitation for the Trailerable Aids to Navigation Boat, 2nd Generation (TANB II). Key clarifications include that the required delivery rate has been updated to 25 boats per year (from previously stated 6 boats), the first boat must be delivered within 150 calendar days after approved Critical Design Review, and the government is not granting any extensions to proposal submission at this time.
Technical clarifications address specifications for boat systems including lifting stability calculations, buoy handling requirements, wire rope specifications, brake systems, radio requirements, and structural calculations. The document also clarifies that financial information is not required from bidders, font sizes have been standardized to 11-point, and Past Performance Questionnaire dates have been corrected. Several specification sections were updated including removal of First Article Testing time constraints and clarification of maintainability requirements.

Q&Rs
| Question No. | Reference | Questions | Responses |
| 1 | General | Respectfully request the USG consider a two (2) week extension to the above listed solicitation. | The Government is not granting extension at this time. |
| 2 | Sections I & II | File titled “Section I and II” includes Sections III-Section V on page 114 of 115, yet there is another file titled “Sections III and V” Please clarify | The Sections I and II document automatically generates a field to reference the other sections. This has been revised to reference which pages Section III and V are located on, respectively. |
| 3 | Sections III & V | Both Section Iv and V state “None” yet multiple Documents and Attachments were provided with the Solicitation. Please clarify | This is a system issue where "None" is automatically added. Refer to pages 116 - 205 located on the "Sections III and V" document for the rest of the information. |
| 4 | Sections III & V | P. 130 of 205 in file titled Sections III and V, para (2) REQUIRED DELIVERY SCHEDULE states “If multiple quantities are ordered on a delivery order, all boats shall be delivered at approximately equal calendar intervals, within a year of issuance of the delivery order, at the maximum rate of six (6) boats per year. If 6 boats are ordered, deliveries would occur approximately every 60 calendar days.” However, p. 161 of 205 in the same file, para (2) INSTRUCTION FOR PROPOSAL CONTENT Factor 2 includes two sections (Production Capabilities and Facilities and Planning and Scheduling) requesting information describing a production rate of up to 25 boats per year. P. 171 of 205, para (9) EVALUATION PLAN states information will be evaluating a production rate up to 25 boats per year. Please clarify why USCG is evaluating a production rate up to 25 boats per year if the solicitation limits maximum rate of six boats per year? | Section III (page 130) indicated a delivery rate of 6 boats per year. This has been updated to align with the required deliver rate of up to 25 boats per year as indicated in the "Instructions for Proposal Content", Volume I, Factor 2 "Production Capability and Engineering" (page 161). |
| 5 | Attachment_02 System Spec | Spec Para 095.1.3 limits First Article Testing to “no more than two consecutive working days”. |
Para 095.2.1 requires one of those days to be used for a Post Construction Inspection prior to BT.
Para 095.2.2 requires completion of BT’s iaw para 092.1 Para 092.1.4 includes 21 individual tests as part of BT.
Para 095.2.3 requires completion of Special Tests iaw para 092.3 which includes:
092.3.2 Incline Test, 092.3.3 Flotation Test, 092.3.4 Trim and List Test, 092.3.5 Speed, Power and Fuel Consumption, 092.3.6 Steering Characteristics Test, 092.3.7 Mooring, Tie Down, Cargo, and Anchoring Fittings Test, and 092.3.8 Buoy Handling System Testing
| It does not seem feasible to conduct the full scope of Builder’s Trials and all the Special Tests in 092.3 in a single working day, especially an Incline, Flotation and Tiedown pull tests. Please clarify the First Article Testing anticipated duration. | Specification Section 095 has been updated to remove the time constraint allowing the builder to determine the schedule. | |||
| 6 | Attachment_09 Past Perf Quest. | The PPQ states that the questionnaire must be submitted by 06 Jan 2025. Can you clarify the date? | There was an error in the Past Performance Questionnaire, with regard to the due date. This has been corrected. | |
| 7 | Sections III & V | The proposal guidance contradicts font size - on page 165 it states 12 pt font and on page 166 it states Times New Roman 11-point font. Can you clarify which is correct? | The font sizes are now standardized to 11-point. | |
| 8 | Attachment_02 System Spec | Att 2 Spec: 079.1.2.3.2.1, 079.1.2.3.2.2, & Figure 079-1 Lifting Stability 079.1.2.3.2.1 requires that areas and righting energies shall be taken starting from the angle of heel at equilibrium. This is in conflict with 079.1.2.3.2.2 which specifies the areas in Figure 079-1 be used. Area 'A0' in Figure 079-1 includes area below the righting arm curve starting from 0 heel angle and not the angle of heel at equilibrium. Which angle should be used when calculating area A0? | Specification 079 has been updated to clarify the reserve ratio and maximum righting arm calculations and Figure 079-1 has been updated. In addition, the specification was modified to make it clear that this requirement is for lifting from the bow port location and not over the side. | |
| 9 | Attachment_02 System Spec | Att 2 Spec: 045.13.4.1, 573.1.3, 573.1.4 It is understood from 045.13.4.1 and 573.1.3 that ATON are required to be loaded over the side while the vessel is on its trailer. Does the 65" clearance height required in 573.1.4 also apply to lifting over the side while on ground, i.e. does this requirement apply to the gunwale in way of the davit swing as well? If not, is there a desired clearance height above the deck/gunwale when lifting over the side? |
| Does the 65" clearance height required in 573.1.4 also apply to lifting over the side while on ground, i.e. does this requirement apply to the gunwale in way of the davit swing as well? If not, is there a desired clearance height above the deck/gunwale when lifting over the side? | There is no stated required clearance for lifting over the side, however, per Specification 573-1.3 "The Buoy Handling System shall be capable of loading and unloading ATON and other cargo to the TANB II from the ground while the vessel is on the trailer." The components the would require loading and unloading are indicated in Specification Section 045.6, and Attachment 10, ATON Equipment, provides details. When loading while on the trailer, buoys may be lifted in a horizontal rather than vertical orientation. | |||
| 10 | Attachment_02 System Spec | Att 2 Spec: 573.2.4 Wire rope sheave diameter and groove size There are no commercial off-the-shelf sheaves that are both grooved for and 20 times the diameter of an appropriately sized cable available. Will the USCG allow smaller diameter sheaves so long as all other requirements are met? | The current TANB meets this requirement when using the outside diameter of the sheave and the Coast Guard does not wish to relax this requirement. The specification has been modified to clarify that the measurement is for the outside diameter. | |
| 11 | Attachment_02 System Spec | Background. Regarding Specification 910.1.12.1.1: "The retrieval winch shall have a load rating of at least 75% of the Trailered Weight” … an electric winch would be necessary to meet this requirement. | ||
| Question: Would the Government consider a change to specifications to permit a hand winch? If so, recommend Spec language be changed to read: “Hand winch with cable (or Dyneema rope) and closed end hook. Entire system shall be designed to the same load as the bow eye with minimum safety factor of 1.5.” | The question does not appear to be based on the latest posted version of the specification which states " The retrieval winch shall have a load rating of at least 3,500 lbs." (Specification 910.1.13.1.1) | |||
| 12 | Attachment_02 System Spec | Background. Regarding Specification 910.1.4: "Hydraulic surge brakes shall be rated and appropriate for size and weight of vessel and trailer.” The requirement could potentially be met with a non-stainless brake system that would corrode quickly in the field. | ||
| Question: Would the Government consider changing the specification to require a 100% stainless steel brake system? This is recommended as an industry best practice for salt water applications. | Although the material is not specifically specified, the selection of components for the trailer must be "design for frequent launch and recovery of the T+D7ANB II in a marine environment" (Specification 910-1.1). | |||
| 13 | Attachment_02 System Spec | Background. Regarding Specification 404.4.2: The Spec states that stuffing tubes shall be ASTM F1836M-15 type, and that Shield Ground Adaptors (SGA) shall be used for RF transmission lines passing through stuffing tubes to mitigate RFI. ASTM F1836M-15 stuffing tubes are of nylon construction, shielded ground adapters require stuffing tubes of metallic construction to make ground contact with the structure of the boat. |
Question: Please clarify if SGAs are required when making transmission line penetrations through the overhead roof structure of the boat, or if ASTM F1836M-15 nylon stuffing tubes alone are sufficient? SGA’s inserted into ASTM F1836M-15 nylon stuffing tubes will have no discernible impact on RFI mitigation.
| The Shield Ground Adaptors are required. | ||||
| 14 | Sections III & V | Background. Regarding Section III- CONTINUATION OF SF-1449 AND CONTRACT CLAUSES, 52.212-4 Contract Terms and Conditions: The Government typically requires bidders to submit CPA reviewed financials as part of their proposals for multiyear, multi-boat procurements. This information is essential for evaluating the financial health and stability of the builder to ensure they are capable of responsibly managing multiyear contracts. Preparing such data can take several weeks, as it often involves compiling mid-year financial statements and supporting documentation. | ||
| Question: Will the Government require bidders to provide financial data? If so, what specific requirements must be met to demonstrate the financial health and stability of the builder? | The Government is not requesting financial information for this requirement. | |||
| 15 | Sections III & V | Background. Under Section III- CONTINUATION OF SF-1449 AND CONTRACT CLAUSES: “The Contractor shall deliver the first boat, and any ancillary items ordered, no later than 150 calendar days after the approved Critical Design Review (CDR).” This timeline does not allow sufficient time to produce the first boat following design approval; additional time is recommended. | ||
| Question: Will the Government consider changing the production/delivery time for the first boat to 210 days after the approved CDR? Additional time is a win/win for Government and builder and will help ensure a high quality first boat is produced. | Considering the ability to order long lead time materials, a change in schedule has not been made. | |||
| 16 | Sections III & V | Section V Factor 1 Structural Design and Appendix C Question: Can the USCG clarify which calculations should we refer to in the Structural Design section? Structural calculations are not required in Appendix C. Can a table summarizing the calculations in the Structural Design section satisfy the requirement? | Appendix C has been updated to describe these calculations. | |
| 17 | Attachment_02 System Spec | Att 2 Spec: 441.2 Tactical Radio System Question: The APX-8500 is capable of various transmitting at various power output levels. This section does not specify a transmit power output requirement. Can the USCG specify the required transmit power? | The maximum transmission power is 100 watts. | |
| 18 | Attachment_08 Pricing Worksheet | Instructions tab makes reference to CLIN X014 series, but there is no X014 series in the Pricing Worksheet. please advise. | CLIN does not exist and paragraph has been removed from the Pricing Worksheet. | |
| 19 | Attachment_08 Pricing Worksheet & Attachment_01 SOW | Pricing Worksheet tab, CLIN X007AC list Not to Exceed as the units. SOW para 4.7.8 denotes this CLIN as a reimbursable CLIN iaw FTR. are additional instructions available to price this CLIN? | This CLIN will be a reimbursible CLIN, removed "Not to Exceed" from the Pricing Worksheet. | |
| 20 | Attachment_08 Pricing Worksheet | Evaluation Worksheet tab row 337 "X0501 list Qty 0 in the Summary Totals Table but row 22, 0005AA list Quantity 1 in the Base Year table. is 0501 included in the total evaluation? | Total on Row 337 updated to Quantity 1. | |
| 21 | Attachment_02 System Spec | Att 2, Section 304.1.1.1, For compliance with Attachment 1, section 301.1.1, specifically 304.1.1.1 are conductors that meet all of the requirements of ABYC 11.15.1.2.2, both UL 1426 and insulating material temperature ratings of SAE J378, SAE J1127 or SAE J1128 acceptable? | Yes, however conductors that only meet the requirements of UL 1426 are not acceptable. | |
| 22 | Sections III & V | RFP page 161 Instruction for Proposal Content references Spec section 071 in relation to the required narrative for Maintainability; however, this section is not apparent in the Specification (Att 02). Can the USCG provide the correct reference? | This has been corrected to section 051. | |
| 23 | General | Will the USCG consider an extension to the proposal submittal due to force majeure? The south is currently experiencing a record weather event with potential closure for 3 days due to the roads being impassable. NWS update on winter storm attached for reference. | The Government is not granting any extension at this time. | |
| 24 | General | Will the Coast Guard consider amending the milestone payment schedule post award? | It is unclear what is being requested to be amended. If you are referring to the Long Lead Time Materials (LLTM) milestone payment schedule, the milestones and rates are established. | |
| 25 | Attachment_02 System Spec 040.3.6 | This requirement may not be acceptable to the outboard engine supplier. Typically, warranty must be performed by the dealer or appropriately qualified mechanic. | Historically Coast Guard engineers have been considered "appropriately qualified mechanics". However, the warranty is to be provided and managed by the boat builder, and the builder should take this into account when selecting components. | |
| 26 | Attachment_02 System Spec 045.13.3 Fwd facing bow port | Can the USCG provide a notional sketch of the arrangement of the bow port and bow fendering arrangement? |
Does the bow port need to be located on the centerline of the vessel?
| While the Coast Guard has done some preliminary concept design work, this is not being shared. There is no requirement for the location of buoy port relative to the centerline. | |||
| 27 | Attachment_02 System Spec 045.14.2 | The 1500 hours MTBO appears to be a carry-over from an inboard/diesel engine spec. Please confirm if this is applicable to outboard engines. | Yes, in the Coast Guard's experience, this is a reasonable overhaul interval for modern outboard engines. |
| 28 | Attachment_02 System Spec | 096.2.3 refers to 045.11 for cargo loading but 045.11 does not describe weight. Please clarify. | Section 096.2.3 incorrectly referenced Section 045.11 for cargo loading. This has been corrected to Section 042.1.8. |
| 29 | Attachment_02 System Spec | 310.1.2 Is the 0.1 C/20 requirement for the alternator sizing through all speed ranges (including idle) derived form one battery C/20 or the sum total of all batteries C/20 rating? Outboard engines typically have low alternator outputs at idle and this may limit # of batteries on the vessel if the sum total is used. | The nominal charging current is for each battery, not for both batteries at the same time. |
| 30 | Attachment_02 System Spec | 673.4, Can you please define the basic tool kit requirement. | The specification is considered sufficient, and remains unchanged. |
