About this file

This document contains questions and responses related to a solicitation for external metallic surface polishing and ceramic coating maintenance services on two Gulfstream aircraft for the U.S. Coast Guard. The solicitation seeks initial application of a ceramic coating on the aircraft, as no previous ceramic coating had been applied. Questions must be submitted by August 2nd and offers are due by August 7th. The paint on the aircraft is rated 9/10 and the leading edges are in good condition requiring only routine polishing. Photography of the exterior of the aircraft is permitted to document conditions. No initial deposits are allowed and payment will be on a firm fixed price basis according to invoicing instructions in the solicitation. An in-house employee identification meeting the criteria in the statement of work is sufficient for contractor personnel.

QuestionResponse
I understand all offers are due by 07 Aug @2pm. Is there a ‘no later than date’ for questions regarding this solicitation that we should abide by?Part 1 Section xvi of the solicitation states- All questions shall be submitted on a PDF or Word document and submitted by email to Melony.Y.Suber@uscg.mil and Joel.m.Gibney@uscg.mil no later than Aug 02, 2022 by 11:59 PM Eastern Time. Questions submitted after the specified date run the risk of not being answered.
Is there an opportunity to inspect the aircraft before the offer due date? If not, can you say what condition the paint and metallic leading edges are in (pitted, heavily oxidized, dull, polished, just needs routine polishing, etc). The jets are not available for inspection prior to the offer due date. Paint condition is an 9/10, aircraft is washed on a regular basis. Leading edges are in good condition and just require routine polishing/Xzilon.
What is the date of the previous Xzilon application?Jul-22
Is there an incumbent service provider for these services? If so, who are they and what was the total awarded? This is a new requirement.
I’d like to confirm the wording surrounding “Ceramic Coating Maintenance” in the solicitation description. In my industry, “ceramic coating maintenance” is a procedure performed annually on aircraft that already have a ceramic coating applied on the paint, to maintain the ceramic coating itself. I am under the impression from past conversations that no ceramic coating has ever been applied to either aircraft and they had only been previously washed and waxed with a Teflon product. For clarification, the job at hand is for an initial application of a ceramic coating, not for ongoing maintenance of an existing ceramic coating, is this correct?Correct, initial due to change in requirement.
Can a provision be made to allow for an initial deposit of 15-20% to allow for the procurement of some direct cost items (primarily the ceramic itself)? No, initial deposits are not allowed. The government anticipates awarding a firm fixed price contract. All payment requests are subject to the Invoicing Instruction Addenda 52.212-4, Contract Terms and Conditions – Commercial Items in the solicitation document.
In the SOW 3.2, is an in-house employee identification sufficient as long as it meets the criteria in 3.2? Or this this an ID that will be provided to us on site?Yes, an in-house ID meeting the criteria is suffecient.
We commonly take pictures of aircraft we work on to document previous damage, before and after conditions, to send to the manufacturer with a technical question, etc. Is this type of photography permitted or would that be a security conflict?Photos of the exterior of the aircraft are permitted.
