Request for Information PWS Section Details Basis Question(s) Answer

PWS Section
2.5.3 Level 3 EvaluationThe Contractor shall provide a structured evaluation to measure whether the course graduates have performed the terminal performance objectives (TPO) in the workplace. A survey shall be administered to both graduates and their supervisors for each convening not less than six (6), but not more than seven (7) months after each course completionOver 10+ years of administering these types of trainings we have found that supervisors become inundated with surveys throughout the year and consolidating these would allow for a more thorough and targeted response. Currently we are seeing about 10% response from supervisors and 25% response from the students and we believe that consolidating these surveys will provide a larger response.Would the Government consider changing the requirement to "A survey shall be administered to both graduates and their supervisors for each period of performance not less than one (1) week, but not more than one (1) month after the period of performance."Level 3 evaluations assess the individuals job performance based on the training provided. Supervisors need time to assess performance. For this reason, level 3s are normally conducted six months, up to a year, after the training has been conducted. We are flexible with the time period as long as it provides adequate time for the supervisor to assess performance.
