Amendment 0002
The purpose of this Amendment is to address vendor questions received, and as a result to provide the updated Performance Work Statement (PWS)
QUESTION 1: This project will take 2 weeks to complete. The form shows 5 days which is unrealistic. 2 weeks is with having no poor weather conditions.
ANSWER: The estimated time to complete the project is two (2) weeks as denoted in the attached Performance Work Statement.
QUESTION 2: It is not the absence of rubber infill that makes the turf hot. Turf just gets hot, especially when in full sun. Infill does not cool turf, if anything adding rubber will make it hotter since it absorbs heat. It will help the turf be more buoyant and will provide a better surface for training, but will do the opposite of cool the turf. Requesting the turf be cooler than it is currently is not a realistic expectation. We have researched cooling methods, like different infills, and if some of the claims on the market, could actually cool the turf, we would use such products.
ANSWER: Understood; rubber infill will not cool down the turf. The government’s requirement remains as stated requiring rubber infill to provide a better surface for training.
QUESTION 3: While there is a 45 day window to start, do you anticipate this awarding of contract to be summer 2021, fall 2021 or further out?
ANSWER: Understand scheduling is typically 60 days out, requesting the following start dates in order of preference to lessen impact on required training:
a. 17MAY21 (less than 60 days out)
b. 2AUG21 (greater than 60 days out)
Please see attached updated Performance Work Statement.
As a result of the aforementioned, the closing date for both the Receipt of Questions, as well as the Receipt of Quotes remains as set forth with the Release of Amendment 0001.

Revision 1
Rescue Swimmer Training Facility (RSTF) Turf Replacement USCG Aviation Technical Training Center (ATTC)
1664 Weeksvil/e Road BLDG 3 Elizabeth City, NC 27909
1. BACKGROUND
The 3900 sf of artificial turf currently in place adjacent to the RSTF was installed in 2018 without any type of drainage system. During heavy rainfalls water pools up underneath the surface of the turf which has created multiple large and small potholes in the soil, making it very unstable in certain areas. The standing water has also caused the seams to become weak and the edges of the turf to peel up. Additionally, the short blades combined with no rubber fill causes the turf to get very hot in the summer months, which causes minor burning to exposed skin.
2. OBJECTIVE
The turf located .outside.th;e RSTF is used by Aviation Swimmer Technicians (AST) students and Instructor daily to complete body weight movements without incurring injury that one would likely incur training on a hard surface. The turf is meant to absorb shock from impact while remaining stable. Our students and Instructors conduct a wide range of movements on the turf to include push-ups, sit-ups, flutter kicks, body weight squats, burpees, etc. The turf blades should remain cool in warmer weather, which keeps the students hands, knees and back from getting burned unlike concrete surfaces. Because of the large amounts of rain, the turf needs to be able to drain properly without eroding the undersoil which cause various size divots.
