Notice of Intent Sole Source- National Organization for Victim Assistance (NOVA)

The United States Coast Guard (USCG) intends to negotiate, on a sole source basis, a Firm-Fixed Price (FFP) award to National Organization for Victim Assistance (NOVA), Address: 510 King St, Ste. 424, Alexandria VA 22314-3132. This procurement is being conducted under simplified acquisition procedures in accordance with FAR parts 12 and 13.

The purpose of the acquisition is to provide USCG victim advocates/applicants with the skills, credentialing and extensive knowledge of Victim Advocacy Program necessary to provide support to survivors of sexual assault. The National Advocate Credentialing Program (NACP) offered through NOVA launched in 2003 is the “only” voluntary credentialing program available to crime victims’ advocates nationwide. Market research was conducted to determine if there were service providers who specialized in NACP credentialing services, which meets the USCG victim advocate certification criteria. The results of the market analysis concluded that NOVA is the only service provider that offers NACP credentialing. Additionally, NOVA NACP credentialing is a Department of Defense (DOD) requirement for all military Sexual Assault Response Coordinators (SARCs), who are granted access to the DOD Sexual Assault Incident Database (DSAID) used to record/track reports of sexual assault.

In accordance with FAR 13.106-1(b) this action is being taken. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The Government does not intend to pay for information provided in response to this notice. This notice serves as both a synopsis of the requirement and public notice of the USCG's intent to sole source.

Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. All responses shall be submitted to the Contract Specialist, Melony Suber via email to Melony.Y.Suber@uscg.mil by 5:00pm EST on November 8, 2019 reference no. 70Z02320QPBJ00200. If the Agency does not receive an acceptable response to this announcement by the specified date, negotiations conducted with NOVA as the only source and a delivery order issued without any additional notices posted.

As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all of the USCG's public notice requirements.

File details come from the government source that posted it.
