About this file
This document contains answers to questions regarding a solicitation for contractor support services for the U.S. Coast Guard Acquisition Directorate's Business Intelligence Application. The Coast Guard requires contractor services to develop and implement performance management data sets and measures utilizing its existing Acquisition Performance Management System. Services include providing a holistic view of performance data in a single dashboard or portal, with capabilities to search, display relevant and predictive information to support strategic decisions. The contractor must have expertise in all required versions of the Statement of Work to support the existing system. The estimated hours of 2,833 can be completed by approximately 1.5 full-time employees. The NAICS code is 541611. Contractor employees must be eligible for a Secret clearance but do not need to hold one at time of award. The work may be performed off-site pending approval and is initially expected to take place on-site. The requirement was removed from the 8(a) program due to lack of capable 8(a) vendors. The incumbent is eligible to bid and key personnel qualifications cannot be limited beyond what is required in the Statement of Work.

Question Answer
No contract vehicle was listed in the solicitation.
How does the USCG plan to award this contract?
This purchase order will be awarded on the open market and not under an exisiting contract vehicle, such as through a task order against an existing Indefinite Delivery, Indefinite Quantity (IDIQ) contract.
In reviewing the USCG Business Intelligence Application solicitation, we see that in Attachment 2 - Pricing Worksheet, the USCG estimated hours are 2,833 for the base and option years 1 and 2. Can you confirm that the estimated number of personnel this correlates to is 1.5?
The estimated hours equal approximately 1.5 Full-Time Employees.
The applicable NAICS code is 541611, Administrative Management and General Management Consulting Services; However, after reading the SOW and applicable services required by USCG, I am wondering if the NAIC code should not be aligned with 541511 - Custom Computer Programming Services.
The 541611 NAICS best describes the principal purpose of the service being acquired, and we have determined through market research that there are vendors under NAICS 541611 capable of providing these services.
Will the key personnel need to have clearance prior to the award of the contract ? or do they need to be clearable ?
All Contractor employees provided for this requirement must be eligible for a Secret Clearance and are not required to have a Secret Clearance prior to contract award.
Is the coast guard expecting 2 resumes ? 1 Full time (1920 hrs ) and 1 part time (963 hrs) resume since there are total 2,883 hours. Yes
Can this work be done remotely, contractor's facility?
Some or all of the work may be completed off-site at the Contracting Officer Representative's approval. The Government anticipates that all work will be completed on-site intially upon contract award.
What is the reason for removing this requirement from the 8(a) program ?
Market research determined there were no 8(a) concerns able to perform all of the required services in the Statement of Work.
8 Is the incumbent eligible to bid ? Yes, the incumbent is eligible to bid.
The key personnel requirement, based on our SAS experience, is very specific and we are requesting a broader qualification requirement. The current requirement as is, limits the eligible personnel that are technically eligible to perform the work.
Key personnel must have expertise with all versions required of the Statement of Work in order to support the existing Acquisition Performance Management System.
