70Z02318RAHH00200_ Amendment 1| Attachment A MH-65E SLEP Statement of Work

STATEMENT OF WORK (SOW)

MH-65 CONVERSION/SUSTAINMENT PROGRAM

SERVICE LIFE EXTENSION PROJECT (SLEP)

09 January 2018

1.0 General

1.1. Scope. The United States Coast Guard (USCG) has a requirement to procure the replacement of flight critical primary and secondary structural elements for the Service Life Extension Project (SLEP) in order to extend the MH-65 Short Range Recovery (SRR) aircraft’s service life into the late 2030s. These components are commercial items and include: Canopy P/N 366A25-0000-0454, Center Console Floor Assembly P/N 366A21-1139-0201; and, lower right 9 degree frame conversion P/N 365A21-3132-07. All parts will have an Acquisition Manufacturer Code (AMC) of “3” requiring purchase from the Original Equipment Manufacturer (OEM), Airbus Helicopters (AH) or their Authorized Distributor, Airbus Helicopters Inc. (AHI) due to airworthiness certification. Due to the nature of public use aircraft, the USCG approves parts under its own airworthiness authority by utilizing standards directed by the FAA and EASA.

The component supplier will provide the required components and warranty services for the full period of this contract.

1.2. Background. The Discrete Segment 8 (DS8) phase of the H-65 Conversion/Sustainment Program authorizes the procurement of flight critical primary and secondary structural components. Since the parts identified above only need to be replaced due to fatigue, the originally developed components can be utilized as replacements. The DS8 upgrade is essential to the airworthiness and flight safety of the aircraft and will ensure the aircraft achieves its useful service life, with a planned phase out around 2035.

1.2.1. USCG Aviation Logistics Center (ALC), Elizabeth City NC. The ALC H-65 Product Line will serve as the primary airframe/system integrator for the DS8 components. ALC is the Government’s airworthiness authority for the H-65 Conversion/Sustainment Program. The components will be received and installed by the USCG at the ALC during H-65 modifications in a Planned Depot Maintenance (PDM) cycle.

2.0 Applicable Documents. The following documents are incorporated by reference into this SOW and are available commercially to assist the contractor in the administration of this contract. They will be provided upon request:

• RTCA DO-160 Environmental Conditions and Test Procedures for Airborne Equipment

• RTCA DO-178 Software Considerations in Airborne Systems and Equipment Certification

3.0 Requirements

3.1. General. The contractor shall provide the following parts or equivalent parts that meet the salient characteristics and airworthiness requirements of the following part numbers: Canopy P/N 366A25-0000-0454, Center Console Floor Assembly P/N 366A21-1139-0201; and, lower right 9 degree frame conversion P/N 365A21-3132-07.

3.2. Airworthiness Certification. The contractor shall maintain OEM and/or FAA certifications for the manufacture or repair of allcomponents for the Period of Performance (POP) prescribed herein. The contractor shall immediately notify the Contracting Officer of the loss of certification should such loss occur. The Contractor shall immediately take actions to reestablish the certification(s), inform the Contracting Officer of the actions the Contractor intends to take and a timeline for such actions, and the contractor shall inform the Contracting office when certifications are in place. 3.3.2. Testing of Repaired Components. The contractor shall make available to the Government all acceptance test results and discrepancy reports with corrective actions taken for each component.

3.3.3. Final Inspection and Acceptance. Final inspection and acceptance of material under this contract shall be performed at destination (ALC) by local receiving personnel and will consist of count, condition and verification that all required documentation has been provided. ALC considers components Ready for Issue (RFI) upon acceptance.

Components determined to be non-RFI upon installation may be returned to the contractor with a Quality Deficiency Report.

3.3.4. Configuration Management Program. The contractor shall have an established Configuration Management Program with control systems in place for the referenced components including configuration identification of each hardware and software configuration item for the contract life. The contractor shall ensure hardware and software version consistency for all installed, repaired and spare systems. The contractor shall not change or modify any component software for the operating system, to include performance enhancement, and/or product improvement, etc.

without approval from the USCG. Changes other than Class II will not be made without approval from the Contracting Officer. The contractor shall provide a Configuration Management Plan, ninety (90) calendar days following contract award.

3.3.5. Notification. The contractor shall immediately notify the COR upon identification of any quality issue, failure, or situation that could possibly affect the reliability of the referenced components.

4.0 Warranty Program

4.1. The contractor shall maintain a warranty program plan that ensures a warranty period to be no less than 12 months from insta llat ion of the parts. The Government ant ic ipates insta llat ion w ithin 6 months of part delivery. The warranty program plan shall be accessible to the government upon request.

5.0 Technical Information

5.1. Service Bulletins. The contractor shall provide a copy of all service bulletins to the Contracting Officer within 10 calendar days of release of service bulletins (or other instructions) that may affect USCG components. The Contracting Officer will notify the Contractor in writing when mandatory service bulletins are required. Within 30 calendar days following receipt of notification from the Contracting Officer, the Contractor shall submit a detailed proposal for incorporation of the service bulletin(s). This proposal shall include a listing of replacement parts and/or materials required, the time needed to effect the modification, an estimated price breakdown of each part and the number of labor hours required. The USCG will normally incorporate all mandatory service bulletins.

5.2. Optional Service Bulletins. The contractor will be notified via contract modification of the USCG’s desire to incorporate optional service bulletins. If additional funds will be required to incorporate optional service bulletins, the contractor shall advise the COR. The COR will forward his/her recommendation to the Contracting Officer. For service bulletins that require additional funds, the contractor shall submit a detailed proposal within 30 working days following receipt of notice from the Contracting Officer. This proposal shall include a list of required parts and associated prices based on contractor's current commercial catalog minus the best commercial discount or best commercial price (whichever results in the lower price to the Government). This proposal shall also address the turnaround time needed to effect the modification and the total number of labor hours required. The labor rate will be as specified at a line item and corresponding optional line items. Additional labor charges will not apply for incorporation of service bulletins if they do not result in any “over-and-above” contractor shop labor. The contractor shall not incorporate optional service bulletins prior to written notification from the Contracting Officer.

6.0 Other Performance Terms

6.1. Post Award Conference. The contractor shall attend a Post Award Conference to be held at ALC no later than 15 business days following the date of award. The USCG will determine the specific date for the Post Award Conference at time of contract award. If more appropriate, the post award conference can be completed via teleconference.
