Performance Standards, Metrics, and Surveillance for the small Unmanned Air System (sUAS) for National Security Cutter (NSC) Program’s Intelligence, Surveillance and Reconnaissance (ISR) Services
Metrics to support performance of the ISR services will consist of system availability and completion percentage of requested services in the form of Mission Reliability Rate (MRR). This metric will be calculated by Government personnel at the UAS deployment site and will be provided to the COR for validation and incorporation into CPARS.
The metric will be calculated as follows:
Mission Reliability Rate
MRR shall be used as the measure of effectiveness for mission performance. A Mission Reliability Rate (MRR) of 95% is required.
The formula for computing the MRR is:
MRR = Number of Missions Completed over the course of a month / Number of Missions Scheduled over the course of a month
A mission is deemed to be successful when the UAS completes its assigned mission, provides the tasked ISR data, and makes a landing.
A mission cancelled by the Government or as a result of observed or forecasted adverse weather deemed unacceptable shall not be considered a scheduled mission. The Contractor may recommend mission cancellation, but the Government maintains final decision authority.
