STATEMENT OF WORK (SOW)

THREAT ASSESSMENT AND THREAT MANAGEMENT

CONSULTATION SERVICES FOR THE U.S. COAST GUARD (USCG)

INVESTIGATIVE SERVICE (CGIS) THREAT MANAGEMENT UNIT (TMU)

1.0 GENERAL

1.1 SCOPE

The purpose of this requirement is to obtain Threat Assessment and Threat Management consultation services to assist in the assessment, investigation, and management of targeted violence, domestic violence, stalking, workplace violence, and insider threats handled by CGIS and the CGIS’s TMU. The USCG anticipates that this effort will consist of approximately 3-4 telephone calls per month, lasting about 30-45 minutes per call.

1.2 BACKGROUND

The USCG is a uniformed service with over 43,000 active duty members, 8,000 reservists, 8,800 civilian employees, and 30,000 volunteer Auxiliarists serving at facilities around the globe. That’s nearly 90,000 workers performing maritime law enforcement, marine safety, regulatory, and other missions resulting in varied interactions with a wide population. CGIS serves as the criminal investigative arm of the USCG with a cadre of professionals dedicated to supporting USCG worldwide operations and protecting the welfare of USCG people. Investigations conducted by CGIS are performed within the Military Justice System and the Federal Judicial System for determination of prosecutorial merit as appropriate.

Furthering the CGIS commitment to protecting the USCG workforce, CGIS has created a

Threat Management Unit, headed by a Threat Management Coordinator (TMC) located at

CGIS Headquarters in Washington, D.C. The TMU is a specialty support asset designed as an internal investigative consultant assisting CGIS field elements with owning, supervising, and running workplace violence, intimate partner violence, stalking, ideological radicalization, and insider threat investigations. TMU members are the CGIS subject matter experts on the issue of threat assessment and management, risk reduction, workplace violence, intimate partner violence, stalking, ideological radicalization, and insider threat investigations. Currently, the USCG experiences in excess of 200 cases a year related to murder, workplace violence, intimate partner violence, targeted sexual assault, stalking, ideological radicalization, and insider threat. The TMU conducts threat assessments, develops case management strategies, coordinates and supports field offices with tracking cases, and ensures appropriate follow-up and management of each case.

The TMU also briefs senior USCG leadership, develops internal USCG partnerships, and builds outside threat management unit relationships.
