United States Coast Guard Foreign Passenger Vessel Examiner (FPVE) Course
Request for Quote (RFQ) 70Z02318QPFC00100
The Government contemplates award of a Firm Fixed Price (FFP) Purchase Order resulting from this
RFQ.
CONTRACT LINE ITEM NUMBER (CLIN)
The Government intends to obligate Base Period CLIN 00001 upon award. All Option CLINs, if exercised, will be in accordance with the terms and conditions of the Purchase Order.

See Attachment -1 – Statement of Work
PERIOD OF PERFORMANCE
The Government anticipates a (6) six months FFP contract with a Base Period and two (2) Options.
Actual dates will be determined based on award date. The term of the purchase order; including the exercise of all options, may not extend beyond nine (9) months.

PLACE OF PERFORMANCE
All services under this Purchase Order shall be commencing from Fort Lauderdale or Miami, Florida and performed upon an underway cruise vessel.

EVALUATION FACTORS AND BASIS OF AWARD
The Government intends to award a FFP purchase order without discussions to one (1) responsible Offeror whose offer is the Lowest Price Technically Acceptable (LPTA). The Offeror(s) quotes will be evaluated based on Technical factors and price being the determining factor. The Government will assess the Offeror’s ability to provide the services that meet or exceed the minimum requirements set forth in the SOW to obtain an acceptable rating. Offeror(s) quote shall include the following:
(A) Technical Factors
Provide a quote for three (3) convening of the Foreign Passenger Vessel Course to be held onboard the cruise vessel; during a scheduled cruise departing from either, Ft. Lauderdale, FL or Miami, FL between 15 Jan 2018 to 30 Jun 2018. There shall be a break of 3-4 weeks between each convening.
1. Provide pricing for a five (5) day sailing and/or; pricing for a seven (7) day sailing.
2. Blackout dates for any convening are:
February 14-26, 2018 March 15-18, 2018 March 26-30, 2018 May 3-7, 2018
Cabin requirements:
1. Provide 8 double occupancy twin bed cabins for 16 persons.
2. Provide 4 single occupancy cabins for 4 persons.
3. Meals shall be provided as per normal passenger sailings.
Training room requirements:
1. Provide a secured training room with a minimum room space of at least 1100sq ft and 8ft ceilings. The training room shall have 30 chairs and 6 tables, arranged with 2 square tables across the back of the room and 6 square tables oriented lengthwise (3 on each side of the room) having the capacity to accommodate 4 persons per table (can provide layout schematic).
2. Provide two (2) dry erase boards, an overhead projector with computer hookup, projection screen, and sound equipment (if NOT available through projector) or similar arrangement and a lectern.
The Government may use others sources to verify past performance such as Past Performance Information Retrieval System (PPIRS) and Contractor Performance Assessment Rating System (CPARS) to confirm the acceptable past performance. The government may also use the internet to confirm the experience of passengers was acceptable.

(B) Responsibility
1. Quote must include company’s address, DUNS Number, CAGE Code, and TAX ID Number.
2. The entity’s active SAM information, which can be found on www.sam.gov (submitted in
PDF or Word).
***MANDATORY all vendors must be registered in SAM. ***
(C) Price
The Government will evaluate all proposed prices in accordance Attachment 3- Price Sheet to determine the lowest price.
QUESTIONS
All questions and/or requests for clarification concerning this solicitation shall be submitted electronically no later than 1200 PM ET Thursday, 30 November 2017 to the Contracting Officer, Wendy Stevenson at Wendy.Stevenson@uscg.mil and the Contract Specialist, Jazmine Gordon at Jazmine.T.Gordon@uscg.mil. The Government may not answer questions received after this date. Do not include any proprietary data with your questions as all questions and answers will be released to FedBizOpps (FBO) vendors. Please enter “USCG FPVE Course Services Questions – Contractor Name” in the Subject Line. It is our intent to have all answers back to you by 0900 AM ET Monday, 04 December, 2017. Each question shall include the referenced document name, specific page, paragraph, and/or clause requiring clarification. Inquires and information received after the established deadline will be answered/addressed if considered essential to the requirement and in the best interest of the Government.
QUOTATION SUBMISSION DEADLINE
Please submit your quotation via email to Wendy Stevenson at Wendy.Stevenson@uscg.mil and Jazmine Gordon at Jazmine.T.Gordon@uscg.mil NLT 07 December 2017 on or before 12:00 PM ET. This RFQ shall not be considered direction to proceed with the subject effort, nor a promise of future direction to proceed. Offeror’s are solely responsible for submission costs in response to this RFQ.
