1.0. PURPOSE
The Department of Homeland Security (DHS), Office of Inspector General (OIG), Office of
Management (OM), Human Resources Management Division (HRMD) is seeking information on available vendors to provide requirements analysis, market research and alternatives for identifying needs and potential solutions to automate HRMD’s manual processes.
The information provided by vendors in response to this RFI should include vendor capabilities, experience (including history working with Federal and commercial clients), costs for providing their services and availability. Responses to this RFI will be used for market research purposes only.
2.0 BACKGROUND
HRMD provides a broad range of services that support all levels of OIG’s workforce and all aspects of OIG’s operations. HRMD is organized into four functional areas: Executive
Resources, Workforce Relations, HR Operations, and HR Data Analytics/Information Systems.
These areas are responsible for developing and implementing policies and programs that promote a productive, supported and strategically managed workforce. HRMD’s programs and functions directly impact the OIG’s ability to fulfill its critical mission.
HRMD automated processes are limited to its staffing and recruitment system. All other HR processes are manual or do not have adequate automated system support to achieve maximum efficiency and effectiveness. Thus, HRMD is planning for the future acquisition of a comprehensive automated system to support its business processes, minimize manual inputs and improve analytics and reporting.

In preparation for this acquisition HRMD is in need of a vendor to conduct market research and analysis, assess options to automate its functions; and assist in the preparation of the specifications for an automated system.
3.0 MARKET RESEARCH AND REQUIREMENTS
The purpose of the data collection and analysis is to gather the information needed to identify stakeholder requirements and explore the marketplace for this upcoming requirement.
Data collection will occur at OIG Headquarters program offices primarily in Washington, DC and virtually to its field offices. It will include an analysis of interfaces needed to HRMD’s existing internal systems for recruitment and end processing of personnel actions and other applicable internal and external systems. The selected vendor will document requirements, conduct analyses and provide findings to HRMD with conclusions. Market research will be based on requirements assessment and conducted through surveys, commercial vendor research and demonstrations, exploration of Federal shared services, examination of commercial-off-the-shelf (COTS) and Government-off-the-shelf
(GOTS) solutions, an examination of use or adaptability of DHS Headquarters and agency component systems for OIG HR automation, and other alternative solutions from the review.
The estimated period of performance for this requirement includes, but not limited to, two months of market research.
