About this file

This is a Questions and Answers document for the 9mm Duty and Training Ammunition solicitation (70US0926R70093976) issued by the United States Secret Service. The document provides clarifications on key solicitation requirements and addresses nine substantive inquiries from potential offerors.

The prior incumbent contractor was The Kenetic Group with a contract award of $16,335,880.50. The Government extended the proposal due date to October 26, 2026 at 4:00pm EDT, with samples due by October 28, 2026, providing offerors additional time for product development and testing. Required quantities are 8,000 cases of 9mm Duty ammunition, 2,000 cases of 9mm Frangible, and 2,000 cases of 9mm Ball (with allowance for 500-round cases in addition to standard 1,000-round cases). The Government clarified that only ammunition manufacturers—not dealers or nonmanufacturers—may submit offers, eliminating the need for an SBA nonmanufacturer waiver. Additional accommodations granted include waiving final SOR packaging and head stamping requirements for bid samples, reissuing a corrected Statement of Requirements file, and removing the requirement for a Government-provided Past Performance Template. These clarifications ensure alignment between the solicitation documents and offeror expectations regarding deliverables, quantities, submission timelines, and sample requirements.

Questions and Answers
NumberQuestionAnswer
1Would you be able to advise if there was a prior incumbent? If so, could you also advise the award amount?
The incumbent was The Kenetic Group with a contract award of $16,335,880.50.
2We respectfully request a 60-day extension to the 9/9/26 RFP due date. The current “27 day” response is an extremely brief response window for a 5 year/multi-million round solicitation that requires product development, testing and sampling. The Government will extend this solicitation via Amendment 2.
3There appears to be an issue opening the SOR file (coming up blank). Could this be reissued in a different format so that we can read the content?
Yes, the SOR file has been replaced and is not a workable document.
4Would USSS consider waiving final SOR packaging and head stamping requirements on bid sample submissions with the understanding that any potential awarded deliverables would meet these SOR requirements?Yes, USSS will waive the final SOR packaging and head stamping requirements on bid sample submissions.
5Nonmanufacturer eligibility: May a qualifying small-business dealer/nonmanufacturer submit an offer under this solicitation by supplying compliant ammunition manufactured by another U.S. manufacturer? If so, has an SBA waiver of the Nonmanufacturer Rule been issued for this requirement, or must the ammunition be manufactured by a qualifying small-business manufacturer? The suppling vendor must be the ammmunition manufacturer.
6Solicitation quantities: The Statement of Requirements lists quantities of 8,000 cases of 9mm Duty, 2,000 cases of 9mm Frangible, and 2,000 cases of 9mm Ball, with 1,000 rounds per case. The bid sheet appears to show quantities of 8, 2, and 2 for the respective CLINs. Could you please confirm the correct quantities that offerors should use when preparing pricing? The bid sheet was revised to reflect the correct quantities.
7Will the USSS providing a Past Performance Template as mentioned in Amendment 1 (page 46)?No, the government will not provide a Past Performance Template. This statement has been removed per Amendment 2 - Attachment 1 : Instruction to Offerors and Contract Sections A - M.
8We would request that if any extension of the due date be granted, that it include/parallel both written contract submission and sampling. Current RFP/SOR lists different due dates. The Governnment will extend the submission and sampling date via Amendment 2. Proposals are due October 26, 2026 and samples are due and shall be received by October 28, 2026.
9Would USSS allow for 500 rd cases as was acceptable under prior USSS 9mm awards?Yes, USSS will all allow 9mm Ball and can be 500 rds per case.
